is this a result of de litigious culture in de states? i've heard of cases where people go out of their way to help and end up getting sued.

they were interviewing a union man and he said that the two fellas were ONLY dispatchers and NOT EMT's and that is why they could not help as they did not have the field training

There is the good Samaritan Act that stops such law suits fella.
