anyhow, how can racism ever be discouraged in russia by keeping black (not white) ppl out? Inst the world cup a good chance to give ppl an opportunity to integrate? Football development and that is one of the reason why they are hosting In FIFA history, apart from 2010 S. Africa,all other world cups have been hosted in other parts of the globe. Who doh like it grin and bear it or lay down beside it

The 2022 World Cup in Qatar could take place in January or February to avoid the scorching temperatures of the summer months in the desert state, FIFA executive committee member Franz Beckenbauer said yesterday.

Beckenbauer, who won the 1974 World Cup as West Germany captain and also coached his nation to the 1990 title, said hosting the tournament during the winter would be an alternative.

The World Cups are traditionally held during the northern hemisphere's summer months after the end of the domestic league competitions.

Qatar, which beat bid rivals Australia, Japan, South Korea and the United States, said it would deploy climate-control technology to keep the temperature on the pitch to 27 degrees Celsius while outside it was a scorching 50 degrees.

"One should think about a different solution," Beckenbauer told the Bild newspaper, where he also works as a columnist.

"In January or February you have a comfortable 25 degrees there. Plans for the biggest leagues would have to change for 2022 but that would not be a major undertaking."

"It would be an alternative to using climate control at great expense for stadiums and fanzones," added Beckenbauer, who is stepping down from FIFA's powerful executive committee in March.

Qatar, which has never qualified for the World Cup finals, was picked by world soccer's governing body FIFA on Thursday to stage the 2022 tournament, a first both for the Middle East and for an Arab country.

It will also be the smallest nation ever to host the World Cup.

FIFA awarded the 2018 World Cup to Russia on the same day and Beckenbauer had long opposed the double vote by FIFA, which has been severely criticised for it.

"It was a mistake to do both 2018 and 2022 on the same day but now it has happened. I would be happy to leave the 2022 decision to the next generation," Beckenbauer said.

Fawning to FIFA officials exposed in secret documents

AUSTRALIA'S soccer federation offered special favours to at least one FIFA official and sought to meet a list of demands from another to propel the failed 2022 World Cup bid.

Confidential Football Federation Australia documents obtained by The Age reveal the extent to which local soccer officials felt under pressure to woo FIFA representatives with gifts and promises.

A freedom of information search, as well as FFA documents, also suggest the federal government exercised limited oversight over FFA's $45.6 million taxpayer-funded bid until early this year.

The FFA documents reveal the soccer body:

■ Sought to meet a secret ''list'' of requirements created by suspended FIFA and Oceania soccer official Reynald Temarii in return for securing Oceania's vote.

■ Complained that the Australian government planned to give a bottle of fine wine to FIFA official Jack Warner rather than an entire case.

■ Asked Mr Warner to select a journalist to whom he ''wanted to extend a favour'', to be offered a free trip to Australia.


FFA is also believed to be behind a bid to block the release of documents about the hiring of two controversial lobbyists with ties to FIFA officials, Peter Hargitay and Fedor Radmann.

Documents obtained by The Age confirm that Australia sought to win favour with some FIFA executive committee members by meeting their personal and political demands. Such tactics may breach FIFA rules but are widely used by most bidding nations.

The FFA documents outline Mr Temarii's confidential ''list'' of demands and suggest FFA believed the list was given in return for a promise that the Oceania Football Confederation would support Australia's bid.

Mr Temarii was recently suspended by FIFA, which meant he could not vote last week, after he was secretly taped asking for £1.5 million ($A2.4 million) for a sports academy from an undercover reporter seeking his vote.

The 2008 list from Mr Temarii linked his vote to ''vehicles for clubs'', an ''academy program for Auckland'', ''$4.5 million for Oceania'', and money for artificial pitches in schools.

The Australian federation helped to meet at least one of the demands by lobbying Canberra to hand over $4 million for community sport development in the Pacific in August 2009. FFA also talked to major soccer sponsor Hyundai to give cars to each soccer association in Oceania, except New Zealand.

Bidding nations are encouraged to give money and support to poorer soccer confederations and regions, but are banned from doing so in return for a World Cup bid vote.

Another document, dated July 2008, explicitly links Australian financial support to Oceania in return for its vote, stating that FFA could get the vote by working ''with AusAid and commercial partners to deliver on OFC's request''.

FFA documents also reveal Mr Hargitay boasted in 2009 that he had asked certain FIFA officials to select journalists personally with whom they wished to curry favour. FFA would then offer the journalists a week-long taxpayer-funded trip to Australia to tour sporting and cultural attractions as part of a visiting journalists' program. Mr Hargitay says he asked Mr Warner, who is now a government minister in Trinidad and Tobago but was then in opposition, which journalist ''he would want to extend a favour to''.

Mr Hargitay wrote that Mr Warner named Francis Joseph as a ''journalist who is important to him at this time''. He wrote that '''his' man will be on the list [for a trip to Australia]''.

Mr Joseph, who now works for Mr Warner as a political adviser, declined the trip, citing other commitments.


Mr Hargitay wrote that he had asked a ''similar question'' of a ''trusted friend and long-term associate who is close to'' three other executive committee members, and was given names of ''three top-class writers''.

Another document reveals Mr Hargitay's annoyance with the decision by the office of then prime minister Kevin Rudd to give a bottle of red wine to Mr Warner. ''A bottle of wine is a bit very cheesy/cheap. If not embarrassing. If anything, a case is more of an idea,'' Mr Hargitay wrote.

Companies run by or employing Mr Hargitay and Mr Radmann were paid up to $5 million in fees by FFA. Mr Radmann was hired because he is close to executive committee member Franz Beckenbauer.

But the pair will not receive their multimullion-dollar success fees because Australia's bid secured just one vote - reportedly Mr Beckenbauer's.

In a statement yesterday, FFA said it ''rejects absolutely any suggestion that it has acted contrary to the letter or spirit of FIFA guidelines governing the World Cup bid process or [acted] inappropriately in any way''.

''Our development activity and support provided to foreign nations or football associations are a matter of public record and is done in conjunction with the Australian government,'' an FFA spokesman said.

The Age has requested access to correspondence between FFA and the government regarding the employment of Mr Hargitay and Mr Radmann.

The government was to release five documents, but a ''third party'' has appealed to the Administrative Appeals Tribunal to prevent disclosure. This party has requested a confidentiality order over its identity, but The Age understands it to be FFA or a person closely linked to it.

A schedule of the documents intended for release showed there was no correspondence between FFA and the government about the hiring of the lobbyists until almost a year after they started working for Australia's taxpayer-funded bid.

Hmmm...now I'm not a guy who usually jumps to conclusions, but isn't Mr Joseph the same journalist who received and published the "leaked" confidential rulings of the court of arbitration which then allowed TTFF to appeal in the T&T high court? You would think that Jack would hate him for not revealing that the source of the leak was the players, especially as Jack considered him to be "his" man?
But wait...if he didn't get the leak from the players, and he's now working for Jack, I wonder if......? Nah, surely not???

Lol... it's comedy of the highest proportions.  Many here suspected Francis Joseph of being the nefarious connection between the Guardian and the TTFF, and we felt confirmation was had when Joseph subsequently left his journalist job to take up the position of mouthpiece in Warner's Ministry.  This article only confirms it... but folks in TnT (unless they read this messageboard) are either too daft or distracted to care.  Maybe I'm being pessimistic, but if they could look past Warner to install him in government then I really have no basis to place any faith in them as a scrutinizing people.

Fifa president Sepp Blatter says gay fans going to the 2022 World Cup in Qatar, where homosexuality is illegal, should "refrain from sexual activity".

When asked if he foresaw any cultural problems, Blatter, apparently joking, said: "I'd say they [gay fans] should refrain from any sexual activities."

Then, speaking seriously, he said he was sure there would be no problems.

Gay rights groups, already unhappy at the choice of tournament venue, say he should apologise or resign.

Former basketball star John Amaechi is one of the world's most high-profile gay athletes, having come out in 2007.

He was highly critical of Blatter's comments, telling BBC Radio 5 live: "It's absurd.

"It's not about people having sex in public and being sanctioned for it, it's the fact that Qatar was one of 79 countries to sanction executing gays at the United Nations [where a vote in November removed sexual orientation from a UN resolution condemning extrajudicial, summary or arbitrary executions].

"One of the first things you notice is that it would actually be an insult to year seven students to say that their reactions, the giggling of grown men, sports reporters and members of Fifa, on this issue, when asked a perfectly simple and reasonable question given the worries about Qatar, that the whole room burst into laughter.

"It is the most childish response I could imagine.

"This does make it harder for footballers that are gay but let's not limit this.

"You have to understand that this story is big enough, his influence is big enough, to impact young people in school, people in workplaces, anybody who is perceived to be gay or is gay, hears these comments and once again realises that the seat of power, straight white men normally, are very, very clearly uncomfortable with this issue and certainly not interested in taking it seriously."

BBC sports news correspondent James Pearce says Fifa will make no further comment following Blatter's remarks on attitudes to homosexuality in Qatar.

"Fifa says Blatter gave all the clarification required in his press conference," said Pearce.

Qatar was the surprise winner of the race to host the 2022 World Cup, beating Australia, Japan, South Korea and the United States when the 22-man Fifa executive committee voted in their favour in Zurich on 2 December.

Fifa has since come in for criticism after the decision to take the World Cup to the Middle East for the first time.

Concerns were raised about hosting the tournament during the summer months in a country where temperatures can reach 40C to 50C while current laws mean drinking alcohol in public is forbidden.

Gay groups are also worried about the acceptance of homosexual fans, and the Gay Football Supporters' Network (GFSN) say Blatter's comments show naivety about anti-gay discrimination and he should either apologise or resign from his post.

"Many LGBT [lesbian, gay, bi-sexual and trans-gender] people live in countries where they would face execution or imprisonment if discovered, these people deserve our help, our respect and our support," said GFSN chair Chris Basiurski.

"They, like the rest of us, do not deserve to be laughed at. Mr Blatter should retract his remarks and apologise immediately. Otherwise, he should reconsider his position and resign.

"Mr Blatter is naive to think that by taking the beautiful game to Qatar, it will bring an end to discrimination in the Middle East.

"He says that football is 'everything for everyone' but he has not yet explained just how Fifa is going to ensure that LGBT football players and supporters will be welcome in Qatar."

But Blatter does not foresee any difficulties, saying: "You see in the Middle East the opening of this culture, it's another culture because it's another religion, but in football we have no boundaries.

"We open everything to everybody and I think there shall not be any discrimination against any human beings be it on this side or that side, be it left, right or whatever.

"If they want to watch a match somewhere in Qatar 2022, I'm sure they will be admitted to such matches."

Blatter says even if there are problems, there is still plenty of time to sort out any issues.

"I think there is too much concern for a competition that will be done only in 12 years," he added.

"But this gives me the opportunity to say that in Fifa, and this is in the statutes of Fifa, whether it is in politics, whether it is in religion, we don't want racism, and we know what this means, and neither do we want discrimination.

"What we want is just to open this game to everybody and open it to all cultures and this is what we are doing in 2022."

But Amaechi did not see the funny side of Blatter's "refrain from any sexual activities" comments, telling his official website: "The statements and the position adopted by Sepp Blatter and Fifa regarding LGBT fans who would pay the enormous ticket and travel prices to attend the World Cup in 2022 should have been wholly unacceptable a decade ago.

"Instead, with little more than an afterthought Fifa has endorsed the marginalisation of LGBT people around the world.

"Anything less than a full reversal of his position is unacceptable and if the FA and football and sporting associations around the world fail to acknowledge this insult, they too will be complicit.

"If sport cannot serve to change society, even temporarily during the duration of an event like the World Cup that invites the world to participate, then it is little more than grown men chasing a ball and we should treat it as such."

Blatter, who was visiting South Africa - the hosts of the 2010 tournament, insisted money had no part in taking the competition to new parts of the world.

Russia won the right to host the 2018 competition.

"This is development of football and don't speak about money," said Blatter.

"This has nothing to do with money as it had nothing to [do with it] with Africa.

"It is the development of the game. We have to take to places where it can improve and have a social and cultural impact. And it's what we did here in Africa."

LONDON (AP)—A leading international gay rights group demanded an official apology from FIFA on Tuesday following Sepp Blatter’s comment about homosexual fans traveling to Qatar for the 2022 World Cup.

The president of the world soccer governing body said Monday that gay fans “should refrain from any sexual activities” during the World Cup in Qatar, where homosexual behavior is illegal.

Juris Lavrikovs, communications director for the European branch of the International Lesbian, Gay, Bisexual, Trans and Intersex Association, said the comments were “very unfortunate and have left people deeply offended.”

“I think they should come out with a strong statement and not just wash it away,” Lavrikovs told The Associated Press. “We are talking about a very basic human right that is being violated.”

Blatter spoke in South Africa on Monday at the launch of a post-2010 World Cup legacy project. He was asked if he could foresee any cultural problems with the tournament being held in Qatar.

“I’d say they (gay fans) should refrain from any sexual activities,” he said, smiling.

“This is not a joke, this is a matter of life and death to people,” Lavrikovs said. “Qatar and more than 70 other countries in the world still criminalize individuals for homosexual relationships, and some countries even punish them by death sentence.

“It’s disappointing to see that an organization that is promoting the game, which in its statutes condemns discrimination of any kind, is coming out with comments like this.”

Qatar beat the United States, Australia, Japan and South Korea in the FIFA vote on Dec. 2 to host the 2022 World Cup.

Concerns have been raised that a country hosting a major tournament has stringent laws that are seen by many to violate basic human rights.

“Sepp Blatter jokes about the risk to gay visitors in 2022, but Qatar’s anti-gay policies are no laughing matter,” British human rights campaigner Peter Tatchell said.

John Amaechi also condemned Blatter’s remarks. The former NBA player from Britain who revealed he was gay in 2007 said on his website that “FIFA has endorsed the marginalization of LGBT people around the world.”

Amaechi also demanded an apology from FIFA and urged other associations to distance themselves from Blatter’s comments.

“Anything less than a full reversal of his position is unacceptable,” he said.

Herman Ouseley, chairman of Kick It Out, a British campaign group for equality and inclusion in soccer, said he expected better from someone in Blatter’s position.

“It was all frivolity and laughter but it’s a serious business—people’s existence he has ridiculed,” Ouseley told the AP at the launch of his group’s annual review at the British Parliament.

“We can’t have that from the top of the world governing body—you’ve got to show leadership because you’ve got to influence the standards of behavior required and then you’ve got to enforce it when there’s a failure.”
