Arhmm...a few questions.

1) I take it there are no lie detectors or at least lie detector experts locally?
2) De so called  leaks really eh bizness it seem. Imagine dey leak dat dey looking to investigate the leak.   :rotfl:

3) How de testing going and take place? Meaning which leaks dey going and check? De ones dat make this whole saga get exposed? De ones dat probably supplied leverage for persons politically? De ones that said who recommended who for the position? Which?

4) How coincidental that this happening just when Ms. Ramnarine returned from her "vacation"?

D peeps who does administer 2 police recruits eh good enuff

No by having a US expert do it, makes it sound more official and unbiased  :beermug:

or it also opens thew dooor for a litte kakadah to pass hands

I say if we want to employ US methods of finding leaks, we should employ US measures for dealing with leaks. Imagine if a person was to blatantly doctor their resume and had to get a US government clearance. If caught there was no way that person providing Reshmi's lies would be returning to that position. This is pure fackery to allow her near that establishment.

Kamla is a failure... worse that Manning in he latter years and more duncy that Chambers...

Contrary to reports in a daily newspaper (not the T&T Guardian), Ramnarine was not scheduled to return to her old job as a technical operator at the Security Intelligency Agency (SIA) yesterday following a period of leave. In fact, sources say she is out of the country and her whereabouts and future employment plans are not known. Ramnarine shot into the limelight after being appointed interim head of the spy agency on January 14.

She resigned a few days later on January 22 with controversy raging over the circumstances surrounding her appointment to the top post in the SSA and questions about her qualifications for the job. Prime Minister Kamla Persad-Bissessar and National Security Minister John Sandy have both apologised for the fiasco. On February 28, Colonel Albert Griffith, a decorated soldier, was appointed interim director of the SSA. There had been speculation that a decision about Ramnarine’s future with the agency was in his hands. However, sources said yesterday there was never a possibility of Ramnarine returning to her old SIA job after a period of vacation leave, as had been widely reported in recent weeks. Ramnarine, 31, was given her instrument of appointment to head the SSA by then acting President Timothy Hamel-Smith, on a recommendation from Persad-Bissessar.

One week after the appointment, after it was revealed she was unqualified and inexperienced for the job, she resigned. Ramnarine had been recommended for the post by Julie Brown, an SSA director. However, after it was revealed she did not have a BSc in information technology and years of experience in intelligence gathering, controversy erupted over the appointment, with speculation about backroom deals and lack of background checks. Ramnarine had been employed with the SIA for nine years. Last October the spy agency was raided by the police and it was later revealed by Persad-Bissessar that it had been involved in illegal spying on several public figures, including President George Maxwell Richards. There are plans to merge the SSA and SIA to form the National Intelligence Agency (NIA) later this year.

Whas de point of requesting who to test you? Whas de point bringing in foreign experts to conduct tests if persons could request who conducts the test?

Four weeks after Colonel Albert Adolphus Griffith became director of the Strategic Services Agency (SSA), the country is still waiting for signs that he has actually taken command of the troubled unit.

Colonel Griffith had emerged, over the last six or seven months, as the go-to guy for heading up security agencies in crisis. Even before his name was announced, Prime Minister Kamla Persad-Bissessar had assured citizens that the new choice for SSA director would meet with approval.

Colonel Griffith has certainly seemed an appropriate choice. His formal qualifications fit him for the job, and before he was appointed to the SSA, he had been tasked to lead the SAUTT, an outfit plunged into foredoomed uncertainty after the sudden dismissal of former director Brigadier Peter Joseph.

Much, therefore, was expected of the colonel. Unfortunately, little has been seen of his hand in the latest developments at the SSA. For it appears that it was the agency's deputy director, Julie Browne, who ordered lie detector tests on employees to be carried out by foreign experts.

It's at least surprising that Ms Browne, notorious for the part she played in the even more notorious January appointment of Reshmi Ramnarine, is still apparently calling the shots at the SSA. After all, this is the official who, according to investigations by this newspaper, either failed to check the Ramnarine resumé or ensured it wasn't vetted.


She has avoided continual requests to rebut or explain these allegations. Yet the Government apparently remains comfortable with her controlling the operations of an agency which discharges critical national security mandates.

This latest initiative in bringing seven American polygraph experts, supposedly for the purpose of discovering who is leaking information about the SSA debacle — information to which citizens have a right — raises further questions. The lie detector testing is itself questionable, as research has shown, and as Colonel Griffith presumably knows.

One aspect of such unreliability has to do with bias on the part of the experts, which influences how they interpret the results of their tests. This may explain why the Government brought in seven experts, but the report that Ms Browne would herself be tested by the local polygraph expert assumes added significance in this regard. Would his bias be for or against his boss?

In all this, the role of the SSA's director remains unclear. Did Colonel Griffith approve this project? If so, what were his reasons? In other words, who is in charge here? To the end of restoring credibility in the sensitive agency that the SSA is supposed to be, the public looks forward to seeing and hearing more of the colonel, and less, far less, of Julie Browne.

In fact, that Ms Browne is still employed at the SSA is cause for concern given the highly questionable role she played in the hiring of the unsuitable and unqualified Reshmi Ramnarine.

Colonel Griffith will prove by his action in this regard whether or not he's truly in charge of the SSA.

Julie Browne, the chemistry school teacher-turned spy and the woman who provided false information relied on by the National Security Council (NSC) and the Cabinet to catapult a low-level technician to the top job in the country's premier intelligence agency, was the chief whistleblower who spilled the goods on the Patrick Manning sanctioned secret wiretapping of political and other civilian targets, Sunday Express investigations have revealed.

Browne, a former senior official in the Israeli-fitted intercept suite of the rogue spy agency, SIA (Security Intelligence Agency) and head of Research Associates of Trinidad and Tobago, an SIA front company, until her January promotion to the post of deputy director of the Strategic Services Agency (SSA), blew the whistle on the Manning administration's electronic eavesdropping on citizens in the wake of his government's defeat in the May 24 general election, according to sources familiar with the matter.

The clandestine operations of the Nigel Clement-run spy agency was made public last November in Parliament in a dramatic presentation that read like a spy novel and contained the names of a long list of individuals said to have been placed under state surveillance by the former Prime Minister, including President Maxwell Richards, judges, politicians, lawyers, journalists and union leaders, among others.

In taking the lid off this particular Pandora's Box of dirty spy secrets, Prime Minister Kamla Persad-Bissessar took careful aim at her predecessor, the Member of Parliament for San Fernando East and former prime minister Patrick Manning, who she charged was in receipt of illegally, obtained private telephone and email records of law-abiding citizens.

She had days before fired Manning's spy chief Clement, ordered an early-morning police raid on the St Vincent Street SIA facility, retained two Canadian forensic experts to sweep for further evidence of wiretapping and begun a review and restructuring of the state security apparatus. Sources say Julie Browne was a key ally to the Persad-Bissessar government's spy-busting manoeuvres which has hurt this country's relationship with critical foreign law enforcement agencies.

It was Browne's assistant Carlton Dennie, who disarmed the security systems to allow a police Special Branch swat team access to the heavily secured spy facility at 6.15 on the morning of Saturday, October 23, sources told the Sunday Express. And while the Prime Minister's public engagement and policy adviser Sasha Mohammed, has publicly flagged her close friend Reshmi Ramnarine, the junior technician who leapfrogged 22 rungs up the agency ladder to land the top spy chief job as 'the whistleblower,' sources with knowledge of the situation say it was Browne who busted the mark, reporting her suspicions about the abuse of state power to the Persad-Bissessar Government.

On November 12, when the Prime Minister dropped the Manning spy bomb in the Lower House of Representatives, she said this: 'I was shocked when I received a report, less than two weeks ago that one of our security agencies, the SIA, may also be involved in illegal wiretapping. She had earlier accused SAUTT (Special Anti-Crime Unit of Trinidad and Tobago) of spying on her and others and had weeks before, on September 21, fired the unit's director Brigadier Peter Joseph ostensibly to facilitate the restructuring of the anti-crime unit. Joseph has vehemently denied the spying charges and is reported to be pursuing legal action against the state. A sweep of SUATT systems at Piarco by the Canadian hired experts have turned up empty, according to sources, who questioned the reliability of the intelligence provided to the Prime Minister.

In early January, Prime Minister Persad-Bissessar appointed Browne to the post of deputy director SSA, a state intelligence agency set up in the wake of the 1990 security failure and tasked chiefly with a drug interdiction function. Days after her appointment, on January 10, Browne secretly nominated her very junior subordinate to be her boss. Her nomination letter and Ramnarine's CV were included in the material sent privately to Prime Minister Persad-Bissessar and all contained false claims.

In a matter that has gone from highly sensational to deeply embarrassing, the Persad-Bissessar administration issued several denials in its bid to save face, denying exclusive reports published by this newspaper that Ramnarine was not qualified for the job and raising the specter of age, ethnicity and gender. As those lies collapsed and the intense media scrutiny pulled up short of the Prime Minister's door, Browne on March 1 told Ramnarine it was time for her to go — for good. Ramnarine had given up the director's job on January 22 amid a firestorm of criticism and protest.

But as later reports by this newspaper would show, she was still on the agency's payroll at her old junior technician grade and pay of $5,000. a month. Anxious for the controversy to be done with and the story to go away, Browne called Ramnarine on her cell on March 1, telling her she had to resign before her vacation leave came to an end on March 14, according to sources.

Ramnarine, who is reported to have expressed concern about her financial situation and the prospect of going abroad for study submitted her resignation from the organization on Monday, as instructed. Sources say her appointment was political and intended, in part, to continue what Clement was doing, political espionage. She was also tasked, according to sources, with an assignment to sanitize whatever compromising material may have been collected on the Prime Minister and other members of the People's Partnership Government.

As previously reported by this newspaper, Prime Minister Persad-Bissessar pushed the Ramnarine appointment through the National Security Council and the Cabinet of this country on the basis of false information, information provided by Browne and Ramnarine. Neither has been censured for the lies that propelled Ramnarine to the top spy chief's job. Ramnarine is now gone, albeit reluctantly and on instructions. But Browne, who is said to have the support of both Prime Minister Persad-Bissessar and Attorney General Anand Ramlogan, has remained unscathed by the debacle.

She played a crucial role in facilitating the Prime Minister's choice of candidate for the top spy job and has maintained a stony silence in the wake of media reports raising questions about her role in the Reshmi Ramnarine affair. She outed Nigel Clement's spy career and last week, the whistle-blower was doing her own bit of witch-hunting to find out who inside the SSA was baring the guts of the organisation to the media.

But questions remain about Browne's role in the affair, the false information provided to the Prime Minister and the dubious means employed in pushing the Ramnarine appointment through. These questions are certain to engage the attention of new SSA boss Colonel Albert Griffith, as he struggles to contain the fallout from political interference, firstly by the Manning administration and then by the Persad-Bissessar Government.

Reshmi Ramnarine...centre of controversy. SIA director Julie Brown was “led to believe” that ex-SSA head Reshmi Ramnarine was qualified, according to Strategic Services Agency’s director Col Albert Griffith. Griffith broke his silence on the issue in a statement yesterday, promising the agency would be “open, transparent and accountable in all its endeavours.” His comments were the latest development in what has been dubbed the “Ramnarine/SSA” matter which has dogged Government since last year after Ramnarine, a junior SIA employee, was appointed head of the top security agency. In ensuing protest from the Opposition and other quarters and revelations about her lack of qualifications, Ramnarine quickly resigned leaving the Prime Minister Kamla Persad-Bissessar to issue an apology on the issue. 

The Prime Minister, to date, has not explained how the situation arose. As queries about the genesis of the appointment deepened, Brown was brought into the picture as one of the people involved. Griffith responded to queries regarding the part Browne “may have played” in Ramnarine’s  appointment and allegations that Brown falsified Ramnarine’s qualifications. Reshmi Ramnarine...centre of controversy. SIA director Julie Brown was “led to believe” that ex-SSA head Reshmi Ramnarine was qualified, according to Strategic Services Agency’s director Col Albert Griffith. Griffith broke his silence on the issue in a statement yesterday, promising the agency would be “open, transparent and accountable in all its endeavours.” His comments were the latest development in what has been dubbed the “Ramnarine/SSA” matter which has dogged Government since last year after Ramnarine, a junior SIA employee, was appointed head of the top security agency. In ensuing protest from the Opposition and other quarters and revelations about her lack of qualifications, Ramnarine quickly resigned leaving the Prime Minister Kamla Persad-Bissessar to issue an apology on the issue. 

The Prime Minister, to date, has not explained how the situation arose. As queries about the genesis of the appointment deepened, Brown was brought into the picture as one of the people involved. Griffith responded to queries regarding the part Browne “may have played” in Ramnarine’s  appointment and allegations that Brown falsified Ramnarine’s qualifications. Look Reshmi lied to Julie Browne about her credentials from the earlys and that is where the deception began. It was taken as granted that she did attend UWI and someone should have verified that when she was first hired. Yes Julie was culpable but then she was asked, can you perhaps recommend someone maybe Reshmi.....

...cleared spy agency deputy pens letter to PM lauding Reshmi's qualifications

EVEN as the stench of reported State abuse of the National Security apparatus continues to linger over the twin-island nation, new intelligence czar Colonel Albert Griffith is pushing full speed ahead with a package of reforms aimed at balancing this country's intelligence and crime-fighting capabilities. And he's doing it with "cleared" deputy director of the Strategic Services Agency (SSA) Julie Browne at his side.

Browne, a trusted People's Partnership lieutenant, whistle-blower on the Patrick Manning civilian spying programme and a member of the steering committee which fired the kill shot at the Special Anti-Crime Unit (SAUTT), an illegal para-military crime-fighting unit created by the Manning administration to tackle runaway crime and kidnapping for ransom, was given full public clearance on Thursday by the decorated retired colonel, who has been tasked with building a central clearing house—or National Intelligence Agency (NIA) as it is to be called—for the collection, analysis and distribution of domestic intelligence to the strike arms of law enforcement.

In his first public statement since assuming his March 1 command of the beleaguered national spy agency which has been wracked by a series of political scandals, Griffith sought to shoot down media reports probing the crucial role Browne played in the controversial appointment of 31-year-old Reshmi Ramnarine to the director's chair of the country's premier intelligence agency.

Browne was unmasked by a series of investigative Sunday Express reports as the deputy spy director who went outside her remit to nominate an unsuitable candidate and her very junior technician for the top spy post, in private correspondence sent under the cover of official secrecy to Prime Minister Kamla Persad-Bissessar. She has refused repeated requests by this newspaper to respond to questions relating to her role in the affair and has maintained a stony silence in the face of reports she misled the National Security Council (NSC) and the Cabinet of this country.

On Thursday, Griffith, who moved into the job previously held by the disgraced close pal of the Prime Minister's public engagement and policy adviser, Sasha Mohammed, was mounting a strong defence of the woman who played a pivotal role in ensuring Ramnarine's appointment to the top spy post. Browne, he declared, in a single-page press release issued to the media, was innocent of falsifying Ramnarine's resume, a contention that was never in dispute. He went on to say she was cleared of that particular lie by a polygraph test conducted by foreign experts.

The colonel, however, omitted to provide details on the reported role Browne played in the affair, which permitted an unsuitable candidate with a falsified resume to be appointed to the highly sensitive position following the deliberations of the NSC and the Cabinet. Griffith, whose appointment it was thought would repair some of the damage done by the "Reshmi affair" and put the agency back on track, in his statement to the media, said: "In the public's interest, I would like to respond to the enquiries being articulated in the media with regard to the part Ms Julie Browne may have played in the prior appointment of Ms Reshmi Ramnarine."

He made clear he has sought to "investigate the matter, with particular focus on the falsification of the qualifications of Ms Reshmi Ramnarine" and "the investigations reveal that Ms Browne did not falsify Ms Ramnarine's qualifications. Ms Browne was led to believe that Ms Ramnarine was qualified as she had stated". He provided no explanation, however, for the Browne recommendation:

• Specifically, who requested it?

• And if a request was made, was she a willing conspirator?

• Why was it sent secretly to Prime Minister Persad-Bissessar and not to her line minister, Brigadier John Sandy?

• Why did she fail to conduct basic background security checks?

• Why did she fail to follow up on the character references listed? Three of the named references said they had no knowledge Ramnarine was under consideration for the directorship nor did they give her permission to use their names.

• Why did she overlook the embellished work experience cited in Ramnarine's CV? As a 14-year veteran in the agency, she knew or ought to have known the low-level IT technician was never involved in field operations or worked with Mossad.

• Why is she named as a character reference in the CV submitted for Cabinet's consideration?

But more than the security failings, the colonel also failed to address the corrupted appointment process which placed Ramnarine in the top spy chief post and the official deception Browne engaged in, namely, in her January 10, 2011 letter to the Prime Minister, she said: "It is felt that the position of an interim director would be best served by the following:

• Someone who has a history in the SIA (Security Intelligence Agency) and who understands the culture and inner workings of this and similar organizations.

—(Ramnarine was never privy to the inner workings of the agency.)

• Someone with a proven track record in the field of criminal intelligence.

—(Ramnarine has no training in criminal intelligence.)

• Someone who is knowledgeable and experienced with respect to the administrative, operational and technological aspects of the agency's functions.

—(Ramnarine was a low-level Technician I until her meteoric rise to the top of the agency and was never engaged in any administrative or supervisory work.)

• Someone who, at this time, has the support of staff (senior and junior).

—(A lie. Apart from Browne, Carlton Dennie and a few others, the staff did not support Ramnarine.)

• As a member of a transformation team comprising senior members of the SSA and SIA, who are spearheading the merger of the SSA and SIA, Ms Ramnarine has met these criteria.

—(A lie. Also, the so-called transformation team was cobbled together late last year and had barely met.)

• Previous performance appraisals recommended her for immediate promotion as she is known to face challenges head on and can effectively manage duties at a higher level.

—(A lie. Her performance appraisals, according to sources with knowledge of the situation, were at best mediocre. Ramnarine, Browne and Dennie were all marginalised by former spy chief Nigel Clement, who was fired last November 10 by Persad-Bissessar.)

Colonel Griffith's exoneration of Browne also failed to take into account the dynamics behind her "Dear Prime Minister" letter which Persad-Bissessar used as a tool to achieve the larger scheme of putting one of her adviser's close friends in a position ripe with the potential for abuse —the very abuse she forcefully condemned when she accused her predecessor, Manning, of spying on civilians, in the House of Representatives on November 12.

From all the evidence at hand, Browne was no innocent bystander in the Reshmi affair. She played a pivotal role in moving the appointment process forward. She made material misrepresentations to the NSC and the Cabinet and would now have the world believe she took Ramnarine at her word that she had completed an IT degree. If nothing else, the senior intelligence officer has proved inept at her job.

Apart from the obvious shady occurences at the agency accompanied by the vast tapestry of lies that have been fed to the public there is still the issue of the sabotage of the country's intelligence and law enforcement capability. I hold no brief for Col. Griffith who most assuredly is a blue eyed boy but he has been given a monumental task to try the repair an institution that since the spectre of UNC control has proven to be neither discrete nor credible, which are essential ingredients for an intelligence agency.

The UNC et al are a reckless bunch that could make the proverbial bull in the china shop blush. The rationale is to mash up the agency , mash up SAUTT and create a new entity in their own image and likeness. Meanwhile the crime rate has actually increased under this government. The latest manoeuvre has been defer all responsibility the Commisioner of Police. I figure the NIA head will also be liable by public boofs and copious political grand charging- anybody but the government must take responsibility for crime it seems.

I never thought I woulda be happy to ask back for Martin Joseph. Shithongs and jokers running amok.

Jah Gol boy, since I hear the ridiculous statement from Col.  Griffith the first thing I say to my self is "so downtown Julie Brown eh do due diligence on Reshmi resume before she recommend she"  the next thing ah say to mih self is "so this is a next Griffith who think all ah we is arses??!!"

Boy ah eh sure ah say it before on here eh, but ah saying it now, I want to divorce my voting finger since about June 2010.  If ever I made a mistake, it was voting for these people.   Ah shoulda stick to mih original plan to stay home and eat popcorn and drink mauby and watch de comedy cuz ah sure as hell wasn't voting for Patrick either.......
