what does (WL) mean?

It means that we ran the fastest time for the year !!! No other relay team has ran that fast this year...and the states out, plus Britian was strugglng to keep up with us...soooo...we hadda hope Armstrong doh  eff it up by being half fit if they bring him back for the  final !!
