My feeling is Dookeran will be finance, Warner will be Security, Gypsy will be Culture and Mcleoud will be Labour/works & Transport Ministers..just predictions

ya'll dont follow the news or what? the following day after that made the front page the PP stated that it was merely a rumour and never part of the talks.

The swearing in couldn't happen until the EBC officially declared a winner and they only did that some time yesterday afternoon....the 2 positions that get sworn in first are the PM and the AG....The rest will be sworn in tomorrow, well so ah hear...

Question, whats the purpose of general elections in this country?

the way some of allyuh moving, bess manning did become executive president and rule the country for ever yes.
I feel some ppl on this board want her to fail for spite to the detriment of the country just so that they can feel good in some sick way.
The woman got sworn in and instead of partying or having a big fete in woodford square, she send the mp out to try and help the ppl. Just now ppl will start to criticized that too cause they sure eh commending it.

With the People's Partnership winning the 2010 general elections, who will now become the new Minister of Sport?

Sports talk show host Anil Roberts could be considered one of the main candidates for the job.

Roberts, who won the D'Abadie/O'Meara seat, is a well known commentator on sports and also hosts sports programs on radio and television.

Another possible candidate is the former Minister of Sport Manohar Ramsaran.

The Monroe Road Sports Club President served as Sports Minister under the UNC.

To many, Austin 'Jack' Warner would be the ideal candidate, given his administrative experience with FIFA, the world governing body for football.

However, Warner may have to give up his post at FIFA to serve as Minister of Sport.

Nah, nah she say the Prez turned down the offer to stay in the Palace while his house is being repaired.  She say the palace will be opened to the people (whatever that means) and will be used for official functions as needs be.  She say the state wouldn't have to pay for another house but she still eh say where she will live.....hhhhmmmm..... :waiting: :waiting:

It is the second time a United National Congress-led (UNC) Government has gone for a military officer to lead the Security Ministry. When Basdeo Panday became Prime Minister in 1995, he appointed former Chief of Defence Staff, Brigadier Joseph Theodore, as his Minister of National Security.

Theodore served for five years before he went on another retirement. During the recent election campaign, he supported Congress of the People’s (COP) Rocky Garcia for the Diego Martin West seat. This time, Persad-Bissessar has gone for Sandy, 63, who retired from the military in 2002 after 36 years in the Regiment. It is expected a junior minister also will be assigned to the Ministry of National Security to assist Sandy in handling a portfolio which comprises the Police Service, Defence Force, Prisons Service, Fire Service, and Cadet Force. The T&T Guardian was informed Persad-Bissessar, who will head the National Security Council, wants an action crime plan from her new minister.

Sandy, it was disclosed, would need to find a way to deal with the increase in murders which already has crossed the 200 mark for 2010. The T&T Guardian also learned the new Government must decide on the future of the Special Anti-Crime Unit of T&T (Sautt), a unit which has been operating independent of the Police Service and Defence Force. On many occasions, crime scene experts from both the Police Service and Sautt turned up to investigate the same incident. Sandy has had a distinguished career in the Defence Force, serving as Chief of Defence Staff between 2001 and 2002. On November 7, 2002, he was one of six persons who received the General Service Medal from then President, Arthur NR Robinson. The others were Captain Anthony Franklin, Brigadier Carl Alfonso, Major General Ralph Brown, Brigadier Joseph Theodore and Rear Admiral Richard Kelshall.

They received medals for the roles they played in quelling the 1990 attempted coup in which the Jamaat al Muslimeen threatened to overthrow the democratically-elected Government of the then Prime Minister ANR Robinson. Apart from being a military officer for 36 years, Sandy has been involved in football and cricket. He has been the chief security officer of the Trinidad and Tobago Football Federation (TTFF). He was also a member of the disciplinary committee of the Trinidad and Tobago Cricket Board (TTCB).

If I'm not mistaken, SAUTT was supposed to operate like the FBI.  My problem always was, in the US the local/state police had the basics to work with.  Basics meaning technology (e.g laptops, radar guns), good communication systems etc.  The FBI provided another level to support the police.

Here the police eh have the proper basics to work with but yuh create this "elite" unit an give them the best to work with pay them well and then they cyar arrest nobody and/or bring any body before the courts etc. etc.

And before anybody start to tell mih anything about SAUTT being a work in progress, that is  :bs: :bs: is how long now SAUTT was established??  How long they was supposed to be "in training"??   steups!!...

Newly sworn-in Works and Transport Minister Jack Warner will be traveling abroad next week to give up his chairmanship of several FIFA committees to ensure there is no conflict between his Vice Presidency at FIFA and his new Cabinet role.
 
And Mr. Warner has already identified key priorities for the Works and Transport Ministry and says the Rapid Rail project is not one of them.
 
Mr. Warner told reporters that he will continue to serve as the FIFA Vice President while serving as the Works and Transport Minister.
 
Mr. Warner says he will also continue as special advisor to the Trinidad and Tobago Football Federation but is willing to give up that post if it any conflict arises with his new Cabinet duties.
 
Mr. Warner is already focused on his new duties at the Works and Transport Ministry and says he believes the multi-billion dollar Trinidad Rapid Rail project is not a priority and would be put on hold.
 
He says he also plans to review several contracts signed by the government just days before the general election and one he said was signed after the election.
 
Those contracts include any relating to the $20 billion plan for the construction of six new toll highways announced earlier this month by then Prime Minister Patrick Manning.

Get rid of SAUTT. Waste of time. Atleast the Brits who running it. Taking we money and then the Brit. Foreign office does bad talk we!!!!!

If I'm not mistaken, SAUTT was supposed to operate like the FBI.  My problem always was, in the US the local/state police had the basics to work with.  Basics meaning technology (e.g laptops, radar guns), good communication systems etc.  The FBI provided another level to support the police.

Here the police eh have the proper basics to work with but yuh create this "elite" unit an give them the best to work with pay them well and then they cyar arrest nobody and/or bring any body before the courts etc. etc.

And before anybody start to tell mih anything about SAUTT being a work in progress, that is  :bs: :bs: is how long now SAUTT was established??  How long they was supposed to be "in training"??   steups!!...

i still dont think sautt is a ligal entity. Imagine cctv footage cant be used in our courts as evidence. but shhh dont tell anyone eh..i go lose sales...

As early as next week, hundreds of police officers assigned desk duties in the Trinidad and Tobago Police Service could be reassigned foot and mobile patrols to ensure a higher visibility throughout Trinidad and Tobago.

Yesterday new National Security Minister Brigadier John Sandy said that his first priority will be to see a greater presence of police officers on the streets and in all communities. Sandy said that although he is aware of the manpower shortage in the Trinidad and Tobago Police Service, every effort will be made to find the manpower resources so that police officers will be out on the streets to interact with members of the public, maintain a presence and reclaim the country from the hands of criminal elements.

He said that while fighting crime is the number one priority, he also believes that it must start in the primary school system and therefore he is embarking on a programme where Defence Force officers will be required to go into schools to interact with schoolchildren, hold sports meetings, family days and other activities to nurture the young minds who will be the future of this country.

“Crime is not only fighting offences and felonies. We have to start with the youngsters. We need to approach it from a multi-pronged attack or assault on crime. It requires us not only having police officers on the streets, but it requires us being in the schools as well in uniform. It has an effect on the youngsters because at present we are competing with guys on the block with five chains and so on. We need to get real role models out there for them.

We want the young ones to emulate persons in uniform rather than look to the gangsters who pose with their five thick gold chains, gold teeth, fancy brand clothing, and instead learn to respect elders and set goals by working hard.

Apart from this, Sandy is also contemplating utilising the 6,000 plus Estate Police officers and security guards throughout the country, to assist in the fight against crime.

“I want them to be the eyes and ears and assist their brother police officers to reclaim this country from the hands of the lawless, and I am asking every God-fearing citizen to assist us as we embark on this journey to make Trinidad and Tobago the place where our children and families can live without fear,” said Sandy.

“Our role is to ensure safety and security for TT. It’s not going to come overnight, we’re going to pursue it and I’m going to pursue it relentlessly,” he promised.

On Friday, Sandy met with all the heads of the various arms of the security agencies, and used the three-hour meeting as an “ice-breaker”. He will again meet with the heads later this week to put in place his plan to fight the scourge of crime.

“I want each division to do a personal audit, I want to see what their organisational structure is, I want to know why it is we can’t get more policemen on the streets. When they do the personal audit and I see their organisational structures that will advise me where I go from here,” he said.

Sandy assured that they would not dismiss any programmes that were introduced in the past without taking into consideration their merits. “If there are programmes that are working then by all means we’ll make it work better,” he said. Up to yesterday the TT Police Service was operating on half of its actual strength, which is supposed to be 7,000 .:o

Sandy assured that the recruitment drive for the Police Service will begin as soon as possible, and every effort will be made to have the service operate at its optimum strength.

Sunday Newsday understands that the Police Service as well as other security agencies have been mandated to come up with proposals to assist in the anti-crime operations.

It remained unclear yesterday whether the Special Anti-Crime Unit of Trinidad and Tobago (SAUTT), which was set up under the last administration will be disbanded. Under the last administration, plans were afoot to make SAUTT a legal corporate body, but this never transpired.

Yesterday, Sandy who is the second Brigadier to be named National Security Minister — former Brigadier Joe Theodore was given this portfolio under the UNC in 1995 — took on his first official assignment when he attended a Prisons Sports Day in Arouca.

When asked if he had questions about accepting this new post, Sandy replied, “Yes, I did have questions and those questions were to my wife and my children.

When I retired from the Defence Force in 2002 I indicated I was prepared to serve and I feel I can make a difference. I can’t do it alone. I need help and there are a number of people around who are prepared to assist.”

The FBI doesn't support or supplement the police... the FBI does the same thing the state and local police do, except they have federal jurisdiction.  Any interstate crime would implicate federal jurisdiction so the FBI gets involved if criminal activity crosses state borders, or if any federal laws are broken.  In which case they try to work with local police, but have authority to take over the entire operation.

SAUTT shouldn't be compared with the FBI if that is what they doing, because it can't.  If they want to carve out some separate jurisdiction for SAUTT (such as authority to investigae special crimes) then they should specify that.

Warner to give up roles in FIFA committees

Newly sworn-in Works and Transport Minister Jack Warner will be traveling abroad next week to give up his chairmanship of several FIFA committees to ensure there is no conflict between his Vice Presidency at FIFA and his new Cabinet role.
 
And Mr. Warner has already identified key priorities for the Works and Transport Ministry and says the Rapid Rail project is not one of them.
 
Mr. Warner told reporters that he will continue to serve as the FIFA Vice President while serving as the Works and Transport Minister.
 
Mr. Warner says he will also continue as special advisor to the Trinidad and Tobago Football Federation but is willing to give up that post if it any conflict arises with his new Cabinet duties.

The new cabinet gets down to business
Intent on implementing her post-election boast of an end to the prefixes of "Afro and Indo Trinis", Prime Minister Kamla Persad-Bissessar has formulated a cabinet which could stand scrutiny in this plural society.
Notwithstanding the fact that the two major parties in the coalition accounted for above 60% of the seats in parliament, Mrs Persad-Bissessar allocated 13 ministries to persons of Indian descent, 10 to those of African origin and two ministries to members of European ancestry.

The two were assigned crucial positions in the cabinet, one, the elected Stephen Cadiz, who was given a "safe seat" in an Indian constituency and Mary King, an Irish-born Trinidadian who is married to a Trinidadian and has been living here for decades.

But even more significant is the fact that of the 10 Afro-Trinidadian ministers three have been appointed to the Senate, which means they had not contested the elections.

The ministries allocated to non-Indos are the vital portfolios of national security, justice, works and transport, trade and industry, labour, arts and culture, public utilities, health and tourism.

Prime Minister Persad-Bissessar brought balance to the five-party partnership with one ministry to the Tobago Organisation of the People, and four to the Congress of the People - despite the fact that Mrs Persad-Bissessar's United National Congress (UNC) gained 21 of the 29 seats won by the People's Partnership.

Obviously responding to the large support base given to her by the gender movement, Mrs Persad-Bissessar appointed five female cabinet ministers and four women among the team of junior ministers.

Those are considered encouraging numbers by the gender movement.

Significant among the cabinet appointments is new Attorney General, Anand Ramlogan, at 37-years old, relatively young but with quite an amount of experience and success at the bar.

Heading the finance ministry is the experienced and regionally respected economist, former central bank governor, Winston Dookeran.

In such a position he must certainly be the favourite to act as prime minister in the incumbent's absence.

 
Mr Warner is the new Works and Transport Minister 

Then the powerful and influential Austin Jack Warner named first on the list of ministers with the vital portfolio of Works and Transport.

Like in the instance of a previous UNC government, Prime Minister Persad-Bissessar has relied on a retired army Brigadier, John Sandy, to take charge of the Ministry of National Security.

The issue of crime

Interestingly there is now a three-ministry attack on the number one issue of crime.

In addition to national security there is now a Ministry of Justice, led by the controversial former high court judge, Herbert Volney, both working in tandem with the Attorney General.

The Government's success or failure will be based on the performance of these ministries to significantly reduce crime and to erode the blossoming criminal enterprise.

It is criminal activity which has placed the country under fear with 3,000 murders during the nine-year reign of the PNM.

With the critical and historical requirement for the diversification of the economy away from its almost total dependence on oil and gas to be achieved, well-known economist, Mary King has been given the job of planning minister.

It is an issue that she has written about for many years; now she will be challenged to "put her money where her mouth has been".

A similar challenge is posed to sports commentator and international swim coach, Anil Roberts, who previously shouted himself hoarse from his perch as talk show host.

Predictably, calypsonian Winston "Gypsy" Peters has been given the responsibility for arts and culture.

Prime Minister Persad-Bissessar has followed the lead of her predecessor and not taken a ministry.

She however has two junior ministers in her office, and that is where she says the information portfolio will rest, having not named a minister of information.

While there is not going to be an extended and fun-filled honeymoon for the Prime Minister and her cabinet, there is much goodwill.

More so that she has sounded the right notes in her first overtures a week into office.

But she has warned her ministers of the "expectations" to be fulfilled after the many disappointments of the last regime.

This is an issue I have been considering for some time.

The burnt tire phenomenon is a response to problems that are mostly dealt with at the local government level. While I accept that other agencies are involved I think if regional corporations were better resourced and managed we would achieve many of the desired outcomes. We often hear constituents say " we neva see he/she" regarding their M.P. I agree that MPs have a responsibility to understand the developments with their constituency and represent the interests of the constituents accordingly. In real terms public utilities and regional corporations are the executing bodies.If we can shorten the time between report, assessment and response we don't need to create another arm of the state to deal with community issues.

According to Kamla, the Min of the People is supposed to help co-ordinate complaints and queries from citizens through one Ministry which would then liaise with the relevant Ministries to bring the queries to conclusion.  Its supposed to stop people from having to burn tires in the road.  To me it just sounds like one more step before the inevitable burning of the tires starts...

The problems people have wont be solved by creating this Ministry.  The EXISTING Ministries need to be examined for the root causes as to why citizens' needs aren't being met.  Until that is done, this is just one more layer of bureaucracy.....

This is an issue I have been considering for some time.

The burnt tire phenomenon is a response to problems that are mostly dealt with at the local government level. While I accept that other agencies are involved I think if regional corporations were better resourced and managed we would achieve many of the desired outcomes. We often hear constituents say " we neva see he/she" regarding their M.P. I agree that MPs have a responsibility to understand the developments with their constituency and represent the interests of the constituents accordingly. That will be the day when the central gov't start giving the regional gov't money and limited power to run the respective region. We shall see!!!!

After watching news tonight I can confirm that the government is a taking a freestyle approach. Attorney General Anand Ramlogan apart from issues such as Udecott, Church, Abu etc also spoke about property tax and laptops as priorities for the government. I could kinda understand the property tax issue since it involves the repeal of a  law but shouldn't that be done after consideration and advice from the Minister of Finance. How an AG is talking about buying laptops for students is beyond me.
