Former Chief Operating Officer and Sector Head, Manufacturing, of the ANSA McAL Group, Gerry Brooks, is one of two people tipped to be appointed as the Minister of Finance in the Cabinet of the new People’s National Movement Government, which will be sworn in today at a ceremony at Queen’s Hall, St Ann’s. The other is economist and former Deputy Central Bank Governor Terrence Farrell.

CNC3 reported last night that Farrell is the one likely to be given the job by Prime Minister Dr Keith Rowley with Brooks, who resigned from ANSA McAL on April 30, being given the Trade portfolio.

Sources told the T&T Guardian last night Farrell was more likely to be appointed Finance Minister, with former central Bank Governor Ewart Williams likely to be appointed an adviser to the Minister of Finance.

New Diego Martin Central MP Darryl Smith was tipped to be the Housing Minister but some sources said that portfolio may be given to former Community Development Minister Marlene Mc Donald.

Deputy leader and PNM campaign manager for the September 7 general election Rohan Sinanan is to be appointed Minister of Works, while former Social Development Minister Christine Kangaloo is tipped to be appointed a senator and given a ministerial portfolio.

New D’Abadie/O’Meara MP, Brigadier Ancil Antoine, is expected to be appointed Minister of Public Utilities at a ceremony at Queen’s Hall this morning.

Former newspaper editor Maxie Cuffie, the new MP for La Horquetta/Talparo, is likely to be named the new Public Administration Minister. He is one of at least 15 new ministers to take their oath at today’s ceremony.

Prime Minister Rowley has said he would have fewer Cabinet ministers than the former Kamla Persad-Bissessar government. No Minister of Local Government will be appointed, as the portfolio will be administered by the Minister of Finance.

Rowley, who was sworn in with Attorney General Faris Al-Rawi and National Security Minister Brigadier Edmund Dillon on Wednesday, said the ministries would be reconfigured and would carry larger portfolios.

Former Fatima College principal and former T&T Unified Teachers Association (TTUTA) president Anthony Garcia is expected to be appointed Education Minister, as Rowley promised during the general election campaign. Garcia was elected as MP for Arima.

Sources said yesterday that defeated candidate for Mayaro, Clarence Rambharat, will be appointed a senator and given the Agriculture portfolio. Rowley had named him as his choice for that portfolio during the campaign.

Party chairman Franklin Khan is tipped to be given the new Rural Development Ministry. Khan served in a former PNM government as Minister of Works

Sources also said former president of the Public Services Association Jennifer Baptiste-Primus will be given the Labour portfolio.

They said Diego Martin Northeast MP Colm Imbert was being considered for the Energy portfolio.

Speculation is that former Attorney General Bridgid Annisette-George is being considered to be the Speaker of the House of Representatives.

yeah I feel education, like how he devoted a ministry to Rural dev.....being a south man, I would argue that PNM fully deserved their licks on rural dev....never seems to get much of a look from them in the past...not a good look anyways

I'm not hot on Anthony Garcia - saw his ineptness when he was principle of Fatima.

Thumbs up for Dennis Moses on Foreign Affairs. He has an education background in international affairs, has OAS and previous foreign affairs experience (extensive), and I believe he also speaks Spanish. Very good choice for the role in my opinion.

Not sure about Imbert in Finance, mostly because he'll get more speaking time during budget presentations and I hate hearing him speak. Whoever they picked is going to have the toughest job for the next 5 years (and security).

I'll put Hinds in the same category as Imbert. Never liked him, and don't remember if he ever had a cabinet position under Manning. That is a big Ministry so hopefully he doesn't drop the ball.

Deyalsingh was a pharmacist before I think, but we've had doctors with the Health portfolio before. Our health issues are more about management than science, so hopefully he can do a job. Personally I like him so optimistic about that one.

I am not a fan of combining sport with another mandate. A Ministry of Sport should be a MoS. Period.

As an administrative and governance exercise, "youth affairs" should be treated elsewhere, despite the inevitable overlap within the matrix of policy initiatives.

I understand the impetus to rationalize  public admin efficiencies, but the combination of portfolios runs the risk of conflating policy and under-treating via a narrow interpretation of what needs to be accomplished broadly.

With respect to grassroots initiatives, I suspect the new MoS should perform fine. The challenge for him will be treating beyond the grassroots.

You will have to wait until the House resumes for that to be finalized. This is the traditional procedure. There are some names being thrown out there, for example a former Attorney General but nothing official as yet

Twenty-one new Government Ministers and one Parliament Secretary were sworn into office this morning as the new Cabinet for People’s National Movement administration.

Out of these 22 appointments, there were six Senatorial appointments.

The swearing in ceremony for the new Cabinet took place at Queen’s Hall, St Ann’s before President Anthony Carmona.

Prime Minister, Dr Keith Rowley said he is taking personal responsibility for the new Cabinet.

“We are here to serve all the people of Trinidad and Tobago, and as Prime Minister of this country, I intend to hold every single one of them to the oath of office,” Rowley said.

Rowley noted that a number of the people he appointed to the Cabinet reinforces his commitments to give young people a prominent place in the Government.

“We have put the affairs of the state in the hands of the young people of Trinidad and Tobago," he said.

Rowley then called on citizens to adopt a spirit of volunteerism where people willingly give back to the country.

“I want to appeal to the nation to bring back a sense of volunteerism...Not everything you do should carry a pay cheque. Let us get rid of the gimme gimme attitude. Let us be confident that what we have done in the dark can be defended in the light,” Rowley said.

On Wednesday, Rowley, Attorney General Faris Al-Rawi and Minister of National Security retired Major General Edmund Dillon were sworn into office. The Cabinet will comprise of 23 members.

Other successful candidates, Glenda Jennings-Smith, Esmond Forde, Adrian Leonce and Dr Lovell Francis did not get any Cabinet positions.
