It supposed to come back in May I think.

The portal will be opened in two time windows. From March 27 to April 9 and from May 1 all the way to two days prior the match day on the ticket.

The added problem come May1 will be that they will already have printed the tickets, and you (the original purchaser) will have to present the tickets along with the person you are transferring to at particular ticket centers.

As of right now though it is still possible to initiate a transfer or resale today. You have to go to customer service, not the ticket shop

You can't do it through customer service.
You can log in as if you doing it but you can't actually click the box to select transfer.

These transfer stations not going and be in Germany alone right?

Hopefully they have them in all the qualified countries else dey mad in dey head.

But the only way to log in is if you registered up front which I did not do. 8)
