Tottenham coach Martin Jol said the player was determined to leave.
"This is a move that Michael wants to make. We have given him every reason to stay, but he has asked to be allowed to leave," he said.
Carrick, who joined Spurs for 2.75 million pounds ($5.11 million) from West Ham United two years ago, has two years left on his contract but has declined to sign an extension.
The midfielder, who turned 25 on Friday, has seven England caps but made only one appearance at this year's World Cup in the 1-0 second-round win over Ecuador.
