They are termed Developmental Players.

DEVELOPMENTAL ROSTER
MLS teams shall not have more than 10 developmental players on their developmental roster at any time (unless a player is added as a season-ending injury replacement). Developmental players can be either domestic or international and must be 24 years of age (goalkeepers may be 25) or younger during the calendar year of competition. These players do not count against a team's salary budget. They are signed to non-guaranteed contracts and thus, can be waived at any time. Teams are permitted an unlimited number of signings during a given season to ensure all 10-man developmental roster spots are occupied at any one time.

Generation adidas players and domestic and international underclassmen, form part of a team's Developmental Roster. They are acquired by MLS teams through the SuperDraft, Lottery, Discovery or waiver system (see below) if they join the League after the SuperDraft.

Yeah... yuh right paying $13,000 - $30,000 per year is not good, these players are pros they should be paid more, they are not playing a pickup game.... this is for real.

well the simple answer is they don't get to play next to high earners.  look at the length of the rosters (seems to have ~27 each), they probably don't even dress for games.

edit: I just read one of the articles tallman posted.  the players on the lower end of the scale all seem to play exclusively in the reserve league.  I doh know what is required of them contractually.  For the most part it's young players doing it for a year or two hoping to get a break.

Just to continue in the same vein re: the 13K category -

A player like Brad Knighton with the NE Revolution is a recent college grad (UNC-W). He went into this deal knowing he would be the 3rd string keeper, but right down to the end he was in direct competition for this spot after back and forth trips to the Revolution for trials.

Part of his role is to learn and another element of it is to add dimension in training.

Age and position of the players is another factor reflecting the traditional pecking order of strikers, defenders and keepers (whom I strongly believe are underpaid and overappreciated).

In the Premiership 17-18 year old players earn about 25K quid whereas  players in their late 20s are on average the highest earners by a factor of about 30 or more (800K quid plus).

According to the BBC, "Championship players earn an average salary of £195,750, League One players £67,850 and League Two £49,600" ...

They are termed Developmental Players.

DEVELOPMENTAL ROSTER
MLS teams shall not have more than 10 developmental players on their developmental roster at any time (unless a player is added as a season-ending injury replacement). Developmental players can be either domestic or international and must be 24 years of age (goalkeepers may be 25) or younger during the calendar year of competition. These players do not count against a team's salary budget. They are signed to non-guaranteed contracts and thus, can be waived at any time. Teams are permitted an unlimited number of signings during a given season to ensure all 10-man developmental roster spots are occupied at any one time.

Generation adidas players and domestic and international underclassmen, form part of a team's Developmental Roster. They are acquired by MLS teams through the SuperDraft, Lottery, Discovery or waiver system (see below) if they join the League after the SuperDraft.

No it isn't really...I was actually impressed by some of the salaries, I mean even Avery is making $63K playing for New England.  Not fabulous, but considering that he'll receive a daily food stipend that probably lies within $50-$100, it's not a bad living.  I do think that they need to raise the minimum salary though, which currently sits at $30K, slated to go up to $33K next year and $34K in 2009.

Then there are benefits... players enjoy a 401(k) plan which mandates league contribution of 2 percent of each player's base salary, increasing annually to 3 percent in 2009. In addition to guaranteed full health care, and life insurance benefits paid by MLS. 

Considering that the Players Union was only certified just over 4 yrs ago and that they're currently operating under the original CBA...one can expect that the influx of the Exception players, such as Beckham, Blanco et al, along with the new TV rigths deals with ESPN, HDNet and ABC...that the next CBA will champion a rise in both the guaranteed and Developmental minimums, and we can expect further action on player free agency, which failed during initial negotiations.
