To Quags and others, I've added YouTube videos of original songs for the first 10 places in this year's Chutney Soca Monarch competition.

You can listen and decide who has the best song of the lot and if the results seems fair but don't forget that 70% of the points were decided by Text Voting!

Chutney Soca Semi-finals last night was good kicks. They start a lil slow, but managed to move the 43! contestants through at a good clip. People online kept complaining hot it wasn't like chutney of old. But like the organizer said, this is Chutney Soca, not chutney. he might have a solid claim to have the most diverse event in the carnival. Chutney, Chutney-soca and soca artists all on the same stage.

He also needs to pay the prize winners from last year the remainder of their prize monies including the winner who has withdrawn from defending his title for that very reason.

Two million dollars will be the first prize of the Lotto Plus Chutney Soca Monarch final now that Government has allocated $4.5 million to the competition.

Pleased with the funding announced by Arts and Multiculturalism Minister Dr Lincoln Douglas, the show’s promoter George Singh declared yesterday, “In the event that this is the reality, then the first prize in this year’s competition will be $2 million.”

Earlier in the Carnival season, Singh disclosed he had asked for $5 million and complained Government had yet to come forward with the money, threatening to put the show on hold before proceeding with the semi-finals held last Saturday at Rienzi Complex, Couva.

However, there will be a new monarch when the finals takes place on February 15 at Skinner Park, San Fernando as last year’s winner Raymond Ramnarine announced he would not defend the crown since he was still owed $200,000 from the $1 million first prize.

In 2011, the prize was $2 million, then $1 million in 2012 and 2013.

Singh yesterday said as sponsors Government pays the prizes to the artistes.

“I am still lobbying for the payments of $200,000 for Ramnarine and I am hoping that this department can be settled in due course,” Singh said.

However, while Singh is pleased Government has come through for his show, Peter Scoon, chairman of Caribbean Prestige Foundation (CPF), promoter of the NLCB International Soca Monarch competition, believes this country’s culture is being placed on the back burner.

This was his response to the $7 million allocation CPF will receive for its show, whose semi-finals takes place at Arima Velodrome, Arima on Sunday, with the finals on February 28 at Hasely Crawford Stadium, Port-of-Spain.

Scoon said CPF received almost the same amount last year, but it was not sufficient to run the organisation properly, as the minimum needed was an estimated $10 million. Even so, the first prize is expected to remain $2 million.

Scoon said he and a team met Douglas to discuss what financial assistance they needed, but he said they have never been able to convince Government of the importance of the International Soca Monarch competition to the entertainment industry and to the country’s culture.

He said the event provides employment for many people.

“If they were to do their research, every single international festival like Soca Monarch though privately owned is funded by the Government, anywhere in the world,” Scoon said.

He said this year the CPF will have international celebrities on the commentary panel including reality star and model Tahiry Jose, actors Anthony Anderson, Boris Kodjoe and actress Nicole Ari Parker. He said they will have international music producers from SONY music visiting as well for the competition.

“We are also in negotiations with Fuse TV, which serves 70 million households to bring a team down here, not only to videotape the Soca Monarch, but the flora and fauna of Trinidad and Tobago and for that we have no support,” he said.

It is noted that the NLCB, the body that runs State lotteries, is a sponsor of the Chutney Soca and International Soca Monarch competitions, so too are the Ministry of Arts and Multiculturalism and the Office of the Prime Minister.

Somebody has to keep track...Next year, when ah next 150 given, don't want to read, 100 M to debt, otherwise Carnival is a real bad business loss...best we go with Health Care

click on pic to zoom inMINISTER of the Arts and Multiculturalism Dr Lincoln Douglas will give $190 million to cover Carnival costs, but most of it, $150 million, will be used to pay debts incurred since 2010, he told yesterday’s post-Cabinet news briefing at the Office of the Prime Minister (OPM), St Clair.

The balance, $40 million will fund activities of the umbrella body the National Carnival Commission (NCC), plus Trinbago Unified Calypsonians Organisation (TUCO), Pan Trinbago, the National Carnival Bands Association (NCBA) and 52 regional Carnival committees, he said.

The hefty $150 million is owed to various contractors for past works, he explained, blaming the delays on “a wide range of things” which he did not elaborate on.

Even as he disclosed this huge debt, Douglas announced Government would donate $7.45 million to the International Soca Monarch competition and $4.5 million to the Chutney Soca Monarch contest which are run by private promoters.

Douglas said this Carnival will feature a Carnival Arts Exhibition by the TT Art Society, a Carnival Film Festival by the TT Film Festival Committee, plus the participation of a 40-strong contingent from African nations Nigeria, Benin and Cameroon.

Later Newsday was unable to contact either Douglas or NCC chairman Allison Demas for a breakdown of the debts and how this year’s funds would be allocated to various interest groups.

However, a text from a NCC spokesperson said the Soca Monarch and Chutney Soca Monarch shows fall outside the NCC’s remit.

Pan Trinbago president Keith Diaz said the pan body expected to receive $33 million, of which $12.6 million has already been paid this month, with the rest due today. It was unclear where this $33 million funding was allocated from.

Of the $12.6 million Pan Trinbago has already received, $11.6 million will be paid directly to individual pannists for their $1,000 per person appearance fee at Panorama. Some $12 million is for prize money, Diaz added. Further, some of the funding will be paid to help steelbands with their preparation costs and band appearance fee for Panorama. Diaz said past debts owed to Pan Trinbago, were covered by a $4 million payment last December.

All that is now outstanding to the pan fraternity, he said, is some governmental assistance owed to bands for participating in Carnival itself — apart from Panorama — to be paid directly to the bands and not through Pan Trinbago.

TUCO leader, Lutalo “Brother Resistance” Masimba said his group is getting $8 million which he lamented is the same as last year and the year before. More money would help to better service the people who bring music, he said and bring due respect to the artform. The first prize for this year’s Calypso Monarch is $1 million, he said, which is the same as last year. He would like the corporate sector to enhance the prize-money.

Asked to compare the allocations to soca and kaiso, Masimba said he did not want to knock the soca artform, some of whose members belong to TUCO, but was simply advocating equality between the two genres.

He said the $7.45 million allocation to soca will fund just two shows, the semi-finals and finals, while the $8 million for TUCO must fund the promotion and production of 15 events, five calypso tents, plus the $4.6 million purse for the Calypso Monarch finals.

NCBA leader David Lopez refused to say what his group’s allocation was, simply saying his request for $33 million was not met and that only contractors will be happy with the allocation.

Budget 2014 documents show a falling allocation to the NCC (for disbursement to stakeholder groups) over recent years.

The Government’s allocation to the NCC fell from $236 million in 2012, to $197 million in revised estimates last year, to a projected estimate of $168 million for this year. A note to the Draft Estimates for Recurrent Expenditure (2014) blamed the past year’s $28.8 million decrease on debt servicing.

The NCC is also variously funded by its Income (falling from $48 million in 2012, to $6.5 million last year, to an estimated $3.5 million this year), according to the Draft Estimates of Revenue and Expenditure for Statutory Bodies (2014). These income figures include a projected drop in gate receipts this Carnival from $1.5 million for each of the past two years, down to just $525,000 this year. The NCC’s income this year will also include a projected $100,000 from renting out Queen’s Park Savannah, Port-of-Spain, $119,000 in “concessions/fees”, and $350,000 from advertising.

The “Revenue and Expenditure” document indicates the NCC will this year give an estimated $38 million to Carnival bodies (up from $34 million and $35 million in 2012 and 2013 respectively); $12.7 million to regional Carnivals (up from $9 million for each of the past two years) and $12.9 million in Carnival awards (presumably meaning prize money, up from $9.3 million for each of the past two years). This document also indicated that out of its allocation in recent years the NCC has been repaying the principal and interest on three First Citizens Bank (FCB) loans.

This year the NCC pays the full principal on a $27.8 million loan plus $988,524 interest . Last year the NCC paid the full principal on a $72 million loan plus $2.9 million interest. In 2012, the NCC paid $61 million in principal repayment on a $107 million loan, plus $2.4 million in associated interest payment.

To be fair, no performance is worth this amount when considered individually - possibly it's worth this with some advertising thrown in. Hard to tell with Gov't money

Chutney Soca has a new monarch yet controversies linger over the competition.

Calls for accountability of the judging system, prizes, use of Bollywood rhythms in songs from artistes are being made on Southex Promotions and its CEO George Singh.

KI Persad was crowned the new monarch at Skinner Park, San Fernando last Saturday winning $2 million, after Raymond Ramnarine, the 2013 Chutney Soca Monarch who chose not to defend his crown this year over an outstanding payment of $200,000 from his $1 million prize owed to him by Southex.

Ramnarine wants better accounting of prizes telling Newsday on Monday that 14 competitors from last year also did not receive their full prizes. The consolation prize was listed at $60,000 each but finalists collected $40,000 each, he disclosed.

He is somewhat hopeful about receiving the balance of his prize after Arts and Multiculturalism Minister Dr Lincoln Douglas assured him that he, as well as other contestants from last year’s competition who were owed money, will be paid.

“It was on a radio interview while speaking about this issue that the Minister of Multiculturalism, Dr Lincoln Douglas was contacted and he made a promise then that the monies owed to artistes in 2013 will be paid in due course,” Ramnarine said.

He denied claims by Southex CEO George Singh that the money had been paid. Controversy over prizes and funding almost scuttled the staging of the competition this year, when last month Singh too complained Government owed Southex money for last year, and, at the time had given no commitment that it would grant any money this year.

However, a week before last Saturday’s finals, Douglas disclosed $4.5 million would be given to the show, prompting Singh to announce an increase in the first prize to $2 million.

Even with the money dispute seemingly settled, Ramnarine, commenting on the songs performed, said there was so much use of Bollywood rhythms that the Chutney flavour, indigenous to this country was lacking.

“It is riddled with Bollywood tunes and while it is an art to take these rhythms and sing English wordings, one must consider the fact that Chutney music must contain Hindi and must also contain the rhyme of the dholak and the dhantal,” Ramnarine said.

He urged artistes to think hard about this genre and produce music that is pure Chutney Soca.

Veteran of the art of Chutney Soca, Rikki Jai (Samraj Jaimungal), said the rules of the Chutney Soca Monarch competition did not state that songs have to be original Chutney Soca music and some artistes did dabble in Bollywood melodies.

Like Ramnarine, he too urged singers to compose original songs to reflect the Trinidadian style.

“I believe that this sampling of Bollywood melodies to make music is not Chutney Soca at all. While it’s okay for people to do it and no one can be stopped from doing it the competition should not allow this to continue,” he said.

Rikki Jai, who has won the competition six times, tied for second place with former monarch Ravi Bissambhar.

Another competitor Rick Ramoutar, who sang on the Bollywood rhythm, is however calling for transparency from Southex regarding the results of the competition.

“I cannot see how two artistes can tie for second place when it is 50 percent judging and 50 percent votes.

“Did the judges tally and votes counted amount to the same amount for both Rikki Jai and Ravi B?” he asked. Ramoutar is calling on Singh to make the score sheets available to the finalists as they are entitled to know how many points they scored.

Ramoutar also said artistes should unite to demand better management of the competition.

“I would like to see all the Chutney Soca artistes unite as one and call for change where the promoters are concerned,” he said.

Yet another contestant Reshma Ramlal said she was given a raw deal by the sound engineer as her microphone mal-functioned while she was delivering the second verse.

“I would like to know what is Southex’s take on this matter?” Ramlal asked, noting she felt embarrassed on stage and could not concentrate on singing the entire song.

PAY YOUR TAXES

AS promoters and artistes rake in millions of dollars from revellers, the Taxman wants his bite of the Carnival pie, according to three paid adverts in yesterday’s Newsday by the Inland Revenue Division (IRD) of the Ministry of Finance and Economy. The adverts urges entertainers, promoters and band-leaders to pay taxes on their earnings from the season.

Millions of dollars are being spent on fetes, masqueraders costumes, comedy shows and top- drawing events such as Machel Monday and Iwer Wednesday, even as Panorama and Calypso Monarch now have $1 million first-prizes while Soca Monarch and Chutney Soca Monarch each have $2 million.

One ad titled “Carnival Advisory One” said the Board of Inland Revenue reminds entertainers and promoters of their responsibilities under the tax legislation.

The IRD listed the sources of income that must be reported in the income tax returns, including fees earned anywhere in the world. For “Entertainers” these are endorsement contractual income, competition winnings including the market value of non-monetary items (for example motor vehicles), live performance fees, music writers fees, music studio rentals, appearance fees and copyright music royalties from COTT and TTCO.

For “Event Promoters”, the advert said that where ticket sales/gate receipts are expected to exceed $360,000 they must register to pay Value Added Tax (VAT).

The Taxman is also eyeing earnings of the many foreign artistes who flock here to perform for Carnival. This season has seen Grenadian Mr Killa (Hollis Mapp) of “Rolly Polly” fame, Jamaican songbird Tessanne Chin, who performed just on Tuesday with Kees Dieffenthaller and the American dance troupe who back Machel Montano starring at local shows.

The second IRD advert titled “Carnival Promoters” dealt with foreign performers. It read: “Promoters, please be advised if you engage foreign artistes, foreign entertainers (or) foreign music bands, their income is subject to tax at rates specified by the Board of Inland Revenue. You are required to withhold and remit to the Board the relevant taxes within 30 days of payment of fees.”

A third notice was aimed at “Carnival Band Owners” all of whom are subject to tax regulations.

“Your income, including your competition winnings, is subject to tax,” said the advert. Band owners must also register for VAT where earnings are expected to exceed $360,000. “If registered for VAT you must issue a tax invoice for costume sales both domestic and online.”

Newsday spoke to an IRD source, a tax relations officer III, who said the notices were nothing new but simply a measure to remind individuals and groups of their responsibilities. Newsday asked if the tagline in the adverts, “Changing the way we interact with your,” indicates a new initiative to beef up the collection of taxes. The Tax Relations Officer replied, “That’s not new. It’s in all our adverts. That has been our tag-line for over ten years.” Might a big-prize winner try to duck paying taxes by thinking he/she won’t be caught? No. That (prize) is public knowledge, so for somebody in that category to ask that question would be a little strange because that’s public knowledge.

“If Mister X for example won the Soca Monarch 2014, that is public knowledge so the question of being caught or not really doesn’t arise, because that is information that is in the public domain,” the officer said. What if a Carnival bandleader claims to have just 1,000 masqueraders, but on Carnival Day has several thousand? “Well that would be the job of our compliance officers,” the officer replied, adding,“who would be keeping their eyes open and are aware of what is happening.” Asked if they would be out in the field, the officer said, “We do have our compliance officers out there.”

Should the IRD ask organisers of the Soca and Calypso Monarch competitions to pay 25 percent of the prize money as tax up front even before the prize-winner gets his/her hands on it? “Our policy is and has always been based on voluntary compliance. So we have to work also within the ambit of the legislation which mandates that the person who receives the income should honour their responsibility. It is not like emolument income which is like salaries and wages where there is an employee-employer relationship. The employer is bound by the PAYE regulations to first take out the taxes and remit it (to the IRD) before giving the taxes over to the employee.

There’s legislation for that, but for the earners of non-emolument income the have the responsibility on their own to come and pay their taxes. There are penalties for those who don’t comply,” the officer explained.

The penalties vary depending on the offence, the officer said. “The interest figure is 20 percent of the amount outstanding, and then if it is taxes that are supposed to be paid quarterly, there is another interest payment there.

“There is also a penalty for not reporting income. It’s stated in the legislation - the Income Tax and Corporation Tax Acts and the VAT Acts.”

The IRD source explained how tax is calculated for the Soca Monarch winner. “The 25 percent tax is not on the full $2 million. The artiste would have had expenditure that he or she would have incurred in order to be able to win that prize, so the artiste is allowed to offset the expenditure that comes with winning the prize-money, putting on his production and wining the income, so he’s allowed to access all of that before we apply the charges.

“It would definitely not be 25 percent of $2 million, but would be $2 million less his legitimate expenditure, and then we apply the tax-rate.” The official concluded, “We hope people see the IRD advertisements and really comply with the law and not have to force the hand of the law.” Newsday spoke to members of the mas’ and calypso fraternity.

Carnival bandleader, Mike “Big Mike” Antoine said he could not comment as he had not read the papers recently. Newsday said the IRD had simply issued a normal, routine reminder to pay one’s taxes. Antoine replied, “I’ll go up on the computer later and read it and you could always call me tomorrow.” Newsday called past Calypso Monarch Karene Asche, to date the only calypsonian to win $2 million, and as Asche was told the question about taxes, the phone went dead.

Newsday called back, Asche said “hello” but then the phone went dead again. A third call went to a busy tone. Reigning Calypso Monarch Eric “Pink Panther” Taylor was forthcoming, saying he has paid tax on his $1 million prize, plus paid the hefty cost of his presentation. Asked if he had complied with his tax obligations, Taylor replied, “Yes, yes, yes. All my taxes are up to date. I don’t make joke with that.” Did he find the tax-rate to be fair? “No, it’s not a fair rate but it’s the rate.” Had deductions for his production cost help lower his tax burden? “Yes, yes, yes. That helps. Last year my production costs were $212,000.”

He said that after his production costs were deducted from his earnings, the remaining difference was taxed at a rate of 25 percent.

Taylor declined to say exactly how much tax he had paid, citing security concerns.

Trinbago Unified Calypsonians Organisation (TUCO) head, Lutalo ‘Brother Resistance’ Masimba said, “I don’t think anybody is happy to pay taxes or willing to pay taxes but all calypsonians are law-abiding citizens and therefore they have to pay their taxes. It’s not a major issue for us.” Is it a fair rate, 25 percent after deductions?

“We don’t have a fair issue about how they compute the tax that is payable. This is one of the things that the BIR would have to make clearer to entertainers and other members of the public.” Newsday asked what a calypsonian would spend on his production for Dimanche Gras?

“I know that overall in terms of bringing music to the Carnival, the creators spend upwards of $15 million just to bring music for the Carnival collectively. That’s a conservative estimate,” Masimba said. “When you enter a competition now, it could be quite a tidy sum. I have known singers who would have won a second prize of $500,000, and at the end of the competition they would be in the red (in deficit).

That’s normal because their quest for prizes and stardom is so great that they would virtually spend as much as they could just to make sure they build a name for themselves.” Newsday asked about the tax-deductions by way of a calypsonian’s costs. “They have to pay dancers, they might use some special effects and so on. They might augment the band, they might spend money on costuming and by the time they do that, it’s quite a tidy sum.”

Masimba said Soca Monarch production costs were even higher than Calypso Monarch, such as when Machel Montano (or a lookalike) used a jet-pack to fly off over the audience.

He said TUCO has partnered with Central Bank and a top credit union to hold money management workshops for its members.

Govt pays $600,000 Chutney Soca debt

Twelve finalists of the Chutney Soca Monarch (CSM) 2013 were given outstanding cheques owed to them by the Ministry of Arts and Multiculturalism on Monday at NAPA, Port-of-Spain. This was confirmed by George Singh CEO of Southex, the promotion house for CSM.


Singh said Minister Dr Lincoln Douglas handed out the cheques directly to the artistes in a private function.

The winner of the 2013 Carnival competition, Raymond Ramnarine received an outstanding $200,000 while second place winner Rikki Jai received $100,000. The third place winner KI Persad (reigning Chutney Soca Monarch) received $70,000 owed to him. Other finalists who were owed monies include Kenneth Supersad, Drupatee Ramgoonai, Anil Bheem, Rick Ramoutar, Lalchan “Hunter” Babwah, Prophet Benjamin, Omadath Maraj, Sally Sagram, and Saleem Beharry. Each received $20,000 on Monday.

This amount was owed to artistes at the 2013 Chutney Soca Monarch held on January 26 at Skinner Park, San Fernando.

Both Rikki and Raymond thanked the Government for taking this step in making good the payments owed to the artistes. “This mean we can look forward to entering these international competition without fear that we will not get what we deserve as artistes in this country,” Rikki said.

Raymond opted out of the 2014 competition since he did not receive his full payment of $1million in the 2013 competition. Raymond said he had no intentions to defend his title since he was unable to accomplish his dreams after winning the competition. He was paid $800,000 by Southex after winning the crown in 2013. “I had to postpone my visits to schools whereby students could have got the chance at singing Chutney music, but this was not so, due to this mishap by the authorities,” Raymond said. When asked whether he will be entering the competition in 2015, Raymond smiled saying he is going with the flow, and he will try to please his fans as he continues his life. One of the reasons he did not enter this year’s competition being that CSM had returned to accepting Bollywood melodies that accompany local lyrics. “I have been hammering for artistes to be original in melody and lyrics for a long time, and I believe the artistes must market the music that is from Trinidad and Tobago without stealing melodies.

This, he says, has plagued the industry for many years and many who follow the chutney music have expressed their dissatisfaction about this matter. He called for creativity saying it is impossible to judge an artiste with an original song as compared to a song with a Bollywood melody.

Meanwhile, KI who won this year’s competition with the song “Meh Wife Runaway” is awaiting his prize money of $2 million. KI plans to use the money to invest in musical and sound equipments to go with his band 3Veni.

He also plans to take Chutney Soca to Europe in the hope of establishing this genre of music in the bigger countries. 3Veni lead by Veerendra Persad has remains TT’s top crossover band.
