Warner says $100 million is ‘laughable’

JACK WARNER, the Special Advisor to the Trinidad and Tobago Football Federation (TTFF) has described the allocation of $100 million for sports by the Government in the 2005/2006 Budget as "a joke."

Prime Minister and Minister of Finance Patrick Manning announced the figure last Wednesday when he read 2005/2006 Budget in Parliament emphasis is on upgrading a number of community-based facilities.

Among them are the Sogrin Recreation Ground in Laventille, the Eddie Hart Ground, Patna Village Ground in Diego Martin and the Lange Park Recreation Ground.

Warner said he feels there was not any serious consideration given by the PNM administration toward sports, before deciding on how much sports should be given.

"If any serious consideration or review has been given to sports and the means of sports in this country, $100 million toward sports in a $34.2 billion budget would be insignificant. There are so many areas of sports. There are 35 sports in this country and if all you have given is less than roughly $3 million toward each sport, you aren’t serious," Warner said.

The football boss said international competitions alone can be extremely costly.

He claimed further that World Cup qualifying competition that is currently ongoing, has cost his federation more than $17 million and it is not over as yet.

The CONCACAF president has single-handedly appointed and has been paying the salaries of a high profile Dutch coach Leo Beenhakker and his staff, to take this country to the 2006 World Cup Finals in Germany.

And it is reported that Warner is contributing $800,000 toward their monthly salaries and upkeep.

"Suppose that there are three other sports that is costing as much, are you saying that $100 million is enough?" he asked.

Warner, at the closing ceremony for the FA International Football Coaching Licence course on Friday, also questioned what was being done about the Mahaica Oval which has been the breeding ground for national players over the past years.

Warner noted that the Mahaica Oval has been in a deplorable state as nothing has been done to upgrade of the facility.

He also questioned how many of the community-based recreation grounds will be fully equipped with floodlights so that people can play sports for longer periods.

Warner also wanted to know how many recreation grounds would be fully equipped with dressing rooms and running water from the $100 million saying this is what people must demand. He also raised concerns about the continued maintenance or the grounds.

Now that he break it down, $100 M seems a bit paltry.  If we really want quality facilities for our porgrams, we need to fork out a lot more.

Govt really cannot support these grounds.

It is up to the Govt to allocate the grounds to strong Club's who will maintain their own grounds.

Govt must develop a more managerial role than a doing role.

There is too much to do it must be allocated.

The key is how can the Govt smartly allocate.

It all comes down to money so tax breaks will have to come in.

We need strong community clubs willing to maintain their own grounds with the Govt providing a way for said clubs to get sponsorship or allocating the Land to the clubs so they have a financial stake in the grounds.
Land is a powerful thing and costly as well By owning land clubs may be able to leverage land equity loans etc to get money to run the club.

We need to think outside the box

KND, sounds like yuh have a feasible proposal.  Makes sense.  Let the local communities and teams have a stake in the maintenance of sporting facilities.

$100 million isn't enough for all dem sport in the country, no way close. You know how many grounds dey have all over tnt. If dey looking to really upgrade these playing fields with better facilities for all they have to think about a bigger, wider scope. Sweeping and cutting bush ain't all that is to be done .

Lighting fixtures and technicians alone will carry a budget sky high and should be a must for all sporting field improvement. And if you looking for toilet and cafe and ting you will have put down pipeline an ting, that will be another setah contractors and surveyors and technicians raising the costs tremendously.

$100 million will be a start and hopefully they will be doing this for a long time to come and not just one time to appease everybody.

so is this allocation set in stone? is there a way gov can still increase the amount for sports?
man it seems qualifying for germany is such a neccesity because of the financial rewards, more than for sentimental or emotional reasons.

i don't feel it is a set amount..obivously they have another small pile somewhere for when some associations come begging for some assistance to give them so as to make the government look good as if they helping..oh and since is only a bunch of illiterates voting PNM they not going to remember what was even allocated in the budget in the first damn place...is easy mamaguy.

No wonder the government dont want to help T&T football, Warner inviting them on one end and lashing out on them in the other. Allyuh eh notice is de same way de government treating Warner is de same way he does treat we.

When the government give all this money will the FA provide evidence how and where the money going or will it end up in somebody's pocket.

If we had a program for players to show de government, maybe they might help more.. then again is Manning we talking about....

Community Development
Mr. Speaker, at the heart of the Community Development thrust is the Community Centres programme that focuses on the provision of appropriate accommodations for the conduct of community affairs. We intend to initiate construction of 100 community centres throughout the country commencing in the 2006 fiscal year.
In addition, we propose to spend over $142 million on the upgrading and establishment of community sporting facilities, including swimming pools, playfields and jogging tracks to facilitate the participation of families in recreational activities.

Sport and Recreation
With the formation of the Sports Company of Trinidad and Tobago Limited, the implementation of the sport policy has been diversified and strengthened. The Company will have a key role in the management and maintenance of sporting facilities and the execution of programmes for total participation in sport including high performance sport. In addition, the Company will work with relevant stakeholders to establish an Institute of Sports at the University of the West Indies.
Community sporting facilities including swimming pools, cricket and football fields and multi-purpose courts will be developed in Diego Martin, Pleasantville, Toco, Point Fortin and Santa Cruz. In addition, we will develop several regional recreational grounds: Yolande Pompey, Irwin Park, Eddie Hart and the grounds in Morvant, Sogren Trace in Laventille, Charlieville, Lange Park and Patna Village. Additionally, in fiscal 2006, we intend to spend over $100 million upgrading and improving community recreation grounds all over Trinidad and Tobago.

not to be contrary, but why we expecting the government to fully finance sport like how we expect them to carry health care?  If we was livin in a communist country I coulda understand, but we not livin in a capitalist society?  People doesn't pay money to go to see sports? sport can't support its own? I understand that the government have a stake in social welfare of its people so fix Morvant savannah as a man say, or Chaguanas cricket grounds, a lil basketball court in Debe road etc.  But why we expecting government to pay Beenhaker salary? Government should pay Lara too? and what about Bovell 3rd?  where we drawin the line? what is the role of the government?  and how does that lead into sport?
