I've heard of this. Its called Neuro-rectal disease. A thought passes from one's backside up the spinal chord through the brain stem to be processed in the Cerebral Cortex. In healthy humans the Cerebral Cortex will determine that this thought is possible brain fart and will immediately reject the thought from being output into oral or written form. Essentially patients with this problem have no bouncer at the door and as such everybody can get in. This is becoming a chronic problem.
Treatment options include:
Regular purging
Choking oneself
Desist from taking public office
Avoid public speech
