would be interesting to know the functions of the Min of Tobago development, because as far as i know, any decision from cetral govt as it relates to tobago, MUST be through the THA.

Nah, nah she say the Prez turned down the offer to stay in the Palace while his house is being repaired.  She say the palace will be opened to the people (whatever that means) and will be used for official functions as needs be.  She say the state wouldn't have to pay for another house but she still eh say where she will live.....hhhhmmmm..... :waiting: :waiting:

Retired Chief of Defence Staff, Brigadier John Sandy, is to be sworn in today as the country’s new Minister of National Security in the Government of Prime Minister Kamla Persad-Bissessar. It is the second time a United National Congress-led (UNC) Government has gone for a military officer to lead the Security Ministry. When Basdeo Panday became Prime Minister in 1995, he appointed former Chief of Defence Staff, Brigadier Joseph Theodore, as his Minister of National Security.

Theodore served for five years before he went on another retirement. During the recent election campaign, he supported Congress of the People’s (COP) Rocky Garcia for the Diego Martin West seat. This time, Persad-Bissessar has gone for Sandy, 63, who retired from the military in 2002 after 36 years in the Regiment. It is expected a junior minister also will be assigned to the Ministry of National Security to assist Sandy in handling a portfolio which comprises the Police Service, Defence Force, Prisons Service, Fire Service, and Cadet Force. The T&T Guardian was informed Persad-Bissessar, who will head the National Security Council, wants an action crime plan from her new minister.

Sandy, it was disclosed, would need to find a way to deal with the increase in murders which already has crossed the 200 mark for 2010. The T&T Guardian also learned the new Government must decide on the future of the Special Anti-Crime Unit of T&T (Sautt), a unit which has been operating independent of the Police Service and Defence Force. On many occasions, crime scene experts from both the Police Service and Sautt turned up to investigate the same incident. Sandy has had a distinguished career in the Defence Force, serving as Chief of Defence Staff between 2001 and 2002. On November 7, 2002, he was one of six persons who received the General Service Medal from then President, Arthur NR Robinson. The others were Captain Anthony Franklin, Brigadier Carl Alfonso, Major General Ralph Brown, Brigadier Joseph Theodore and Rear Admiral Richard Kelshall.

They received medals for the roles they played in quelling the 1990 attempted coup in which the Jamaat al Muslimeen threatened to overthrow the democratically-elected Government of the then Prime Minister ANR Robinson. Those 3 ministries have enough work to straighten out to last them 5 years, or when the coalition break up.

If I'm not mistaken, SAUTT was supposed to operate like the FBI.  My problem always was, in the US the local/state police had the basics to work with.  Basics meaning technology (e.g laptops, radar guns), good communication systems etc.  The FBI provided another level to support the police.

Here the police eh have the proper basics to work with but yuh create this "elite" unit an give them the best to work with pay them well and then they cyar arrest nobody and/or bring any body before the courts etc. etc.

And before anybody start to tell mih anything about SAUTT being a work in progress, that is  :bs: :bs: is how long now SAUTT was established??  How long they was supposed to be "in training"??   steups!!...

Newly sworn-in Works and Transport Minister Jack Warner will be traveling abroad next week to give up his chairmanship of several FIFA committees to ensure there is no conflict between his Vice Presidency at FIFA and his new Cabinet role.
 
And Mr. Warner has already identified key priorities for the Works and Transport Ministry and says the Rapid Rail project is not one of them.
 
Mr. Warner told reporters that he will continue to serve as the FIFA Vice President while serving as the Works and Transport Minister.
 
Mr. Warner says he will also continue as special advisor to the Trinidad and Tobago Football Federation but is willing to give up that post if it any conflict arises with his new Cabinet duties.
 
Mr. Warner is already focused on his new duties at the Works and Transport Ministry and says he believes the multi-billion dollar Trinidad Rapid Rail project is not a priority and would be put on hold.
 
He says he also plans to review several contracts signed by the government just days before the general election and one he said was signed after the election.
 
Those contracts include any relating to the $20 billion plan for the construction of six new toll highways announced earlier this month by then Prime Minister Patrick Manning.

The way them FIFA hypcrits does work they will make sure their wording in their laws don't cause a conflict of interest. He will still hold all the jobs.

i still dont think sautt is a ligal entity. Imagine cctv footage cant be used in our courts as evidence. but shhh dont tell anyone eh..i go lose sales...

As early as next week, hundreds of police officers assigned desk duties in the Trinidad and Tobago Police Service could be reassigned foot and mobile patrols to ensure a higher visibility throughout Trinidad and Tobago.

Yesterday new National Security Minister Brigadier John Sandy said that his first priority will be to see a greater presence of police officers on the streets and in all communities. Sandy said that although he is aware of the manpower shortage in the Trinidad and Tobago Police Service, every effort will be made to find the manpower resources so that police officers will be out on the streets to interact with members of the public, maintain a presence and reclaim the country from the hands of criminal elements.

He said that while fighting crime is the number one priority, he also believes that it must start in the primary school system and therefore he is embarking on a programme where Defence Force officers will be required to go into schools to interact with schoolchildren, hold sports meetings, family days and other activities to nurture the young minds who will be the future of this country.

“Crime is not only fighting offences and felonies. We have to start with the youngsters. We need to approach it from a multi-pronged attack or assault on crime. It requires us not only having police officers on the streets, but it requires us being in the schools as well in uniform. It has an effect on the youngsters because at present we are competing with guys on the block with five chains and so on. We need to get real role models out there for them.

We want the young ones to emulate persons in uniform rather than look to the gangsters who pose with their five thick gold chains, gold teeth, fancy brand clothing, and instead learn to respect elders and set goals by working hard.

Apart from this, Sandy is also contemplating utilising the 6,000 plus Estate Police officers and security guards throughout the country, to assist in the fight against crime.

“I want them to be the eyes and ears and assist their brother police officers to reclaim this country from the hands of the lawless, and I am asking every God-fearing citizen to assist us as we embark on this journey to make Trinidad and Tobago the place where our children and families can live without fear,” said Sandy.

“Our role is to ensure safety and security for TT. It’s not going to come overnight, we’re going to pursue it and I’m going to pursue it relentlessly,” he promised.

On Friday, Sandy met with all the heads of the various arms of the security agencies, and used the three-hour meeting as an “ice-breaker”. He will again meet with the heads later this week to put in place his plan to fight the scourge of crime.

“I want each division to do a personal audit, I want to see what their organisational structure is, I want to know why it is we can’t get more policemen on the streets. When they do the personal audit and I see their organisational structures that will advise me where I go from here,” he said.

Sandy assured that they would not dismiss any programmes that were introduced in the past without taking into consideration their merits. “If there are programmes that are working then by all means we’ll make it work better,” he said. Up to yesterday the TT Police Service was operating on half of its actual strength, which is supposed to be 7,000 .:o

Sandy assured that the recruitment drive for the Police Service will begin as soon as possible, and every effort will be made to have the service operate at its optimum strength.

Sunday Newsday understands that the Police Service as well as other security agencies have been mandated to come up with proposals to assist in the anti-crime operations.

It remained unclear yesterday whether the Special Anti-Crime Unit of Trinidad and Tobago (SAUTT), which was set up under the last administration will be disbanded. Under the last administration, plans were afoot to make SAUTT a legal corporate body, but this never transpired.

Yesterday, Sandy who is the second Brigadier to be named National Security Minister — former Brigadier Joe Theodore was given this portfolio under the UNC in 1995 — took on his first official assignment when he attended a Prisons Sports Day in Arouca.

When asked if he had questions about accepting this new post, Sandy replied, “Yes, I did have questions and those questions were to my wife and my children.

When I retired from the Defence Force in 2002 I indicated I was prepared to serve and I feel I can make a difference. I can’t do it alone. I need help and there are a number of people around who are prepared to assist.”

As early as next week, hundreds of police officers assigned desk duties in the Trinidad and Tobago Police Service could be reassigned foot and mobile patrols to ensure a higher visibility throughout Trinidad and Tobago.

Yesterday new National Security Minister Brigadier John Sandy said that his first priority will be to see a greater presence of police officers on the streets and in all communities. Sandy said that although he is aware of the manpower shortage in the Trinidad and Tobago Police Service, every effort will be made to find the manpower resources so that police officers will be out on the streets to interact with members of the public, maintain a presence and reclaim the country from the hands of criminal elements.

i dunno bout joseph. He didnt look like he wanted to be there, besides i think this guy coming from the uniform may have more understanding about the situation and more support from the wider forces - cause he respected.

Get rid of SAUTT. Waste of time. Atleast the Brits who running it. Taking we money and then the Brit. Foreign office does bad talk we!!!!!

If I'm not mistaken, SAUTT was supposed to operate like the FBI.  My problem always was, in the US the local/state police had the basics to work with.  Basics meaning technology (e.g laptops, radar guns), good communication systems etc.  The FBI provided another level to support the police.

Here the police eh have the proper basics to work with but yuh create this "elite" unit an give them the best to work with pay them well and then they cyar arrest nobody and/or bring any body before the courts etc. etc.

And before anybody start to tell mih anything about SAUTT being a work in progress, that is  :bs: :bs: is how long now SAUTT was established??  How long they was supposed to be "in training"??   steups!!...

The FBI doesn't support or supplement the police... the FBI does the same thing the state and local police do, except they have federal jurisdiction.  Any interstate crime would implicate federal jurisdiction so the FBI gets involved if criminal activity crosses state borders, or if any federal laws are broken.  In which case they try to work with local police, but have authority to take over the entire operation.

SAUTT shouldn't be compared with the FBI if that is what they doing, because it can't.  If they want to carve out some separate jurisdiction for SAUTT (such as authority to investigae special crimes) then they should specify that.
