Jah Gol boy, since I hear the ridiculous statement from Col.  Griffith the first thing I say to my self is "so downtown Julie Brown eh do due diligence on Reshmi resume before she recommend she"  the next thing ah say to mih self is "so this is a next Griffith who think all ah we is arses??!!"

Boy ah eh sure ah say it before on here eh, but ah saying it now, I want to divorce my voting finger since about June 2010.  If ever I made a mistake, it was voting for these people.   Ah shoulda stick to mih original plan to stay home and eat popcorn and drink mauby and watch de comedy cuz ah sure as hell wasn't voting for Patrick either.......

Browne, he declared, in a single-page press release issued to the media, was innocent of falsifying Ramnarine's resume, a contention that was never in dispute. He went on to say she was cleared of that particular lie by a polygraph test conducted by foreign experts.

Seven US polygraph experts retained by Government will today begin testing employees attached to the Strategic Services Agency (SSA), in a bid to ascertain how sensitive information is being leaked to the media.




Browne herself said she is willing to take a test and the Express understands one of the main questions to be asked relates to leaked information to the media. Boucaud-Blake approved the request.

Sources said Browne will be the first to be tested today, but requested that Sheldon Sahadeo conduct her test. Sahadeo is a local polygraph expert attached to the SIA.

Former director of the Security Intelligence Agency (SIA) Reshmi Ramnarine did not resign but was fired. This was revealed yesterday by Minister in the National Security Ministry Subhas Panday in response to a question on the order paper for the absent Science, Technology and Tertiary Education Minister Fazal Karim. The question was posed by Opposition senator Fitzgerald Hinds, who wanted to know whether the record of study of Ramnarine, as provided by the principal of the University of the West Indies (UWI), actually came to his attention, and whether the information was requested from the university by Karim. To both those questions Panday said the answer was “yes.” Hinds also wanted to know the date on which the information came to Karim’s attention and what did he do with it and why. Panday in response said Karim received the information on January 11, 2011.
 
Ramnarine was appointed director of the SIA on January 14. “The information was passed on to the chairman of the National Security Council (Prime Minister Kamla Persad-Bissessar), since it was a matter of public interest that arose at that time,” he said .Hinds asked what action the Government intended to take in the light of the fact that the information provided was “not accurate and somebody was misled.” Panday said the Government “proposes to look at the matter.” But that did not satisfy Hinds, who then inquired about the period in which the matter would be looked at by the People’s Partnership Government.
 
Panday then indicated: “The Government has, in fact, taken action, the person concerned, (Ramnarine) she was relieved of her duties.” Hinds, seemingly surprised, then asked: “Are you saying that Reshmi Ramnarine was relieved of her duties? She was fired?” After looking in the direction of National Security Minister Brigadier John Sandy and Attorney General Anand Ramlogan, both seated close to him, Panday said: “Those are my instructions.” Hinds then reminded Panday that reports were that she resigned. He asked Panday if he was sure Ramnarine was in fact fired and for what reason.
 
Panday replied that it was a new question being posed by the senator and advised that it should be filed for response at the appropriate time. Hinds then asked if the Government was committed to transparency or was it obfuscation. Panday said the PP would never do what the PNM did in that regard. Ramnarine, 31, resigned as director of the SIA on January 22, amidst controversy and outrage over her appointment as well as her qualifications for the job.
 
In her resignation letter she cited concerns over her personal safety and felt that the work of the agency and her  duties as director had been compromised due to the fufore caused by her appointment. Ramnarine rose from being a junior technician and was appointed above more qualified and senior staff in the agency. Ramnarine’s embellished resume made claims about her qualifications that were defended by Sandy and Minister of Foreign Affairs Suruj Rambachan in Parliament. Sandy said she was a “graduate of the University of the West Indies” and Rambachan said she held a BSc in information technology and was currently a second-year student at UWI, pursuing a degree in psychology.

Concerns over failed polygraphs

MORE turmoil continues to rock the Strategic Services Agency (SSA) and insiders are saying that newly appointed SSA Director Bisnath Maharaj, a former police officer, is giving a free hand to Director of the Security Intelligence Agency (SIA) Julie Browne to run the operations as she sees fit.

In fact, questions are being asked about recent promotions by Browne of a number of junior technicians with a mere two to three years’ experience to senior positions while professionals with as many as 10 years’ experience are left with nothing to do.

Mirror learnt that two senior specialists attached to the SSA have been forced to take leave from the agency after raising questions about the consistent failure of some of these “senior” technicians to pass polygraph tests on two consecutive occasions.

According to Mirror investigations, it was only on Friday that directors Browne and Keron Ganpat issued a memo confirming the move of one of the junior technicians to the post of Assistant Director of Information Communication Technology (ICT), while at the same time demoting the officer who had held the position for some time now. This latest move has caused more discomfort in the already strained relations among staff.

The SSA is a merger between the SIA and the collapsed Special Anti-Crime Unit of Trinidad and Tobago (SAUTT).

Browne was labelled a whistle blower at the SIA, following allegations of abuse of power by the then PNM administration and her actions, in part, led to the reorganising of the spy agency, shortly after the People’s Partnership (PP) government came into office in May 2011.

According to a Mirror source, “Highly trained surveillance people are very frustrated with what is happening, and when questioned about the staff issues, Browne was upset at a recent meeting.

“One of the persons who was forced to take his leave until December 2012, asked questions about senior SSA staff failing polygraphs and still holding authority over other officers. What is also disconcerting is that specialists who are trained in surveillance have been transferred to the Anti Gang Unit even though they have no police training as required.”

Sources have also confirmed that the two “suspended” specialists are seeking legal representation and have expressed shock at the silence of the SSA Director, Maharaj, on the matter.

Mirror was again informed that the spy agency was monitoring journalists and media personnel as well as politicians, “instead of criminals”, as one source put it.

This flies in the face of a position taken by the Prime Minister, Kamla Persad-Bissessar, when she assumed office in May 2010, to expose in the Parliament the questionable actions of then Prime Minister Patrick Manning, whom she accused of using the Security Intelligence Agency (SIA) and the Special Anti-Crime Unit (SAUTT) to monitor a number of people in the country, including journalists and trade unionists.

It was only last month that Mirror reported a break-in and robbery at the SIA’s O’Meara road facility, which was later confirmed by the Minister of National Security, John Sandy. That incident sent shock waves throughout the country because it was seen as a compromise of the State’s national security. SSA Director Maharaj was said to be in a meeting and could not take any questions on the matter.

7 SSA agents facing axe

SEVEN SSA agents are now facing dismissal following an exercise during which Prime Minister Kamla Persad-Bissessar’s name was linked with a bomb threat.

While the agents have insisted that the exercise was simply to demonstrate the use of the spying technology, using key words to alert the national security officials of an impending threat on the prime minister, the agents are being forced to defend themselves against allegations that they spied on the PM.

The “system acceptance testing” training incident occurred on February 28 at the Piarco International Airport at the Verint equipment suite, under the guidance of Israeli trainers.

Following the exercise, one junior officer, Alonzo Fleming, submitted the damning report to SSA Deputy Directors Julie Browne and Keron Ganpat, activating a probe by the Anti Corruption Investigations Bureau (ACIB).

The seven officers also had to submit to polygraph tests.

Sources have confirmed that the head of Information Communications Technology Adrian Pantin has since been demoted and two other officers have been sent on long leave.

The team’s whistleblower, Fleming, has since replaced Pantin and has been promoted to the position of acting head of the ICT.

Mirror has been able to secure several documents relating to the incident, which is said to have raised the ire of the Attorney General, Anand Ramlogan, who enjoys a close relationship with Browne and SSA Director Bisnath Maharaj, whom he is said to have recommended for a position in the elite spy agency.

A report on the involvement of the seven officers was submitted to the former Minister of National Security, Ret’d Brigadier John Sandy, on March 15, along with testimonies from each of them.

The cover letter was signed by then SSA Director Ret’d Colonel Albert Griffith, who made it clear to Sandy that in light of Fleming’s accusations, he felt it “prudent in the interest of completeness” to submit the individual accounts of the other officers who participated in the testing.

He told Sandy that the reports from the SSA officers, Pantin, Andy Lewis, Joel Duncan, Roger Gibson, Damian Scott, Geoffrey Cooper and Curt Harrison, were not in any way an investigation and he had drawn no conclusions on the views expressed.

In his detailed statement, Scott, who is a Technician II, admitted that it was his idea to use the name “Kamla” as a test word for the exercise.

According to him, it was while demonstrating the internet capabilities of the system that Israeli trainer Ronen Talibi asked them to provide him with a key word for searching the body of emails within the Verint suite.

“The first word suggested was ‘bomb’,” he said, adding that after searching the database for the past two days of the exercise of email containing the word “bomb”, they received a number of “hits” and proceeded to examine three.

Every time the word came up it was highlighted in yellow. Scott said that Talibi requested another name and he suggested “Kamla”. He explained that at the time of the testing, the Prime Minister was due to defend herself against a no-confidence motion in the House of Representatives, initiated by the Opposition Leader, Dr. Keith Rowley.

“I had to explain to him (Talibi) this was the first name of our Prime Minister, which is how she is referred to by the man-in-the-street, and who happened to be the subject of a no-confidence motion in three days’ time.
“I also told him that surely there will be emails flying back and forth, from both sides of the political divide that will feature the word ‘Kamla’ within them.”

Sure enough the search was done for the past two days and there were numerous instances, including someone receiving a Facebook notification of a post from some group dedicated to “all matters Kamla”.

Scott said the exercise was “misconstrued” by others to whom the incident was reported. He said at no time was the PM’s email address the focus of any search, adding that at no time did anyone present see any item in the internet search that appeared to be correspondence to or from the PM.

For his part, the ICT head Pantin said he arrived late into the session and was quickly brought up to date by the Verint engineer.

“Mr. Talibi sought to apprise me of the morning’s events, which were performed using the Vantage Broadway (VBW) Passive solution module of the Verint platform,” he explained, adding that Talibi then described the textual search feature, which analysts use to identify possible new targets or persons of interest due to key words used in emails or text messages.

Pantin added that upon hearing that a test had been done on the name Kamla, he immediately voiced his objection and advised Talibi that it was “not wise” to proceed in that direction.

He said Talibi told him that the use of the PM’s name was in keeping with how the system was intended to be used in “live scenario.”

Pantin said for the rest of the session the matter was dropped and never revisited.

Reports from the other SSA officers corroborated the chain of events.

Mirror has learnt that although they were cleared of all wrongdoing by the police and the lie detector tests were negative, there is still a move by forces within the government and the SSA to have them removed.

Calls to the cell phone of the SSA Director Bisnath Maharaj went unanswered up to press time on Monday.

Meanwhile, Mirror has learnt that the investigation by the ACIB into allegations of misconduct against Deputy Director of the SSA Keron Ganpat, in breaching internal protocol to carry out a search on a target in March 2012, is expected to be handed in over the next few days. Ganpat is reported as saying that the request came from persons “very high up”.

hhhhhhmmmmm.....yuh know......about 2 months ago I  was trying to find a store on Boundary Road San Juan.  Since they installed the interchange I have not traversed that part of San Juan much so I was not familiar with the drive I had to make.  I inadvertently ended up on the south side of Aranguez and when I realised my mistake. I pulled over next to a huge blue building with no markings and noted a security booth at the entrance.  A pick up pulled in the entrance spoke to the security guard and drove in. 

So I pulled up and to my surprise the security guard was actually a police officer in that dark blue tactical type uniform.  So I asked him for directions to get back on track and I turned in the yard and drove back out.  But I remember feeling as though I had stumbled on some "secret" police operation because it was not obvious from the road nor even from looking at the building for the brief period I was in the yard.   The only thing to associate it to the police was the blue colour and the policeman by the gate.....
