When is the forensic audit results?

The CONCACAF Congress is expected to unveil findings from an 18-month long forensic audit on the financial dealings of previous CONCACAF President, Jack Warner and General Secretary, Chuck Blazer.

Don't think he could be arrested as it would be a foreign agency who are investigating. However, and Bakes could probably clarify this, unless they have conclusive proof and obtain an arrest warrant and ask for extradition, I think all they can do is request that he helps with inquiries.  They may be able to send an officer to Trinidad to question him if he agrees, but I believe they would have to obtain permission from the Minister of National Security who......oh shit!

PANAMA CITY (Reuters) - A detailed account of serious financial mismanagement within CONCACAF, the governing body for soccer in North and Central America and the Caribbean will be presented to the sport's leaders on Friday.

CONCACAF's congress will hear a breakdown of the 'forensic audit' that was ordered by president Jeffrey Webb, who succeeded long-time leader Jack Warner after he quit following a cash for votes scandal in 2011.

FIFA president Sepp Blatter will attend Friday's congress along with secretary general Jerome Valcke and delegates from 40 member nations.

CONCACAF's executive committee met on Thursday for five hours with members declining to talk afterwards about the contents of the audit.

However five separate congress delegates who claimed knowledge of the report's contents but who declined to speak on the record, all indicated to Reuters there were serious cases of financial malpractice detailed.

"It's bad, it's very bad," said one delegate who confirmed the report contained further details on the disputed ownership of the $22.5 million Joao Havelange Center of Excellence in Trinidad.

At last year's congress in Budapest, held in conjunction with world governing body FIFA's, delegates were told that CONCACAF did not legally own the center, as all its members had thought, but that two companies owned by Warner had ownership.

Warner, a former FIFA vice-president and minister in the government of Trinidad and Tobago, stood down from all positions in the game thus avoiding a FIFA Ethics Commission inquiry relating to bribery allegations surrounding the FIFA presidential election.

Long term general secretary American Chuck Blazer, who turned against Warner and made public allegations of corruption against him and other Caribbean officials, also quit his position in December 2011 and is no longer employed by CONCACAF.

CONCACAF's former leaders Jack Warner and Chuck Blazer were "fraudulent in their management" of the confederation's affairs, the head of the body's Integrity Committee told its congress on Friday.

David Simmons presented CONCACAF's congress with a detailed report into allegations of financial mismanagement by former president Warner and ex-general secretary Blazer based on documents and interviews with 38 people.

"I have recounted a sad and sorry tale in the life of CONCACAF, a tale of abuse of position and power, by persons who assisted in bringing the organisation to profitability but who enriched themselves at the expense of their very own organisations," said Simmons, a former Barbados chief justice.

Delegates responded angrily to the report with one describing Warner, who is Minister of National Security in the Trinidad and Tobago government, and American Blazer as "white collar thieves".

The report found that Warner, 70, did not disclose to CONCACAF, which represents football in North and Central America and the Caribbean, or world body FIFA that a $25.9 million (£17m) Centre of Excellence was built on land owned by his companies.

"Approximately $26 million of CONCACAF funds went into Centre of Excellence and that is no longer an asset of CONCACAF," said Simmons.

CONCACAF is looking at legal options regarding the Centre.

Simmons said the 67-year-old Blazer, who is standing down from FIFA's executive committee and will be replaced by a vote at congress on Friday, received more than $20 million in compensation from CONCACAF, including $17 million in commission.

He added that Blazer worked without a contract from July 18, 1998 and his compensation was discussed only three times in CONCACAF forums during 21 years.

The report also found "no business reason" for the renting of apartments used by Blazer in Manhattan and said the American had also tried to buy property in the Bahamas, in 2007, for about $4 million using football funds.

The 67-year-old Blazer was described by Simmons as "entirely negligent" for failing to file income tax returns for CONCACAF in the United States which led to the body losing its tax-exempt status as a non-profit organisation.

Concluding his report, Simmons said the auditors used by CONCACAF during the Warner era, Trinidad-based Kenny Rampersad and Company, were not independent and cited documented proof that Warner and Blazer were clients of the firm.

Neither Warner nor Blazer were immediately available to comment. Both men have always previously denied any wrongdoing.

Warner walked away from football in 2011 and thus did not have to face a FIFA Ethics Commission inquiry relating to bribery allegations surrounding the body's presidential election while Blazer resigned as general secretary in December that year.

The Integrity committee was not asked to look into the details of the 'cash for votes' affair that led to the row between Warner and Blazer and their subsequent departures.

TTFF President Raymond Tim Kee to make statement later today on the revelations made today by the head of the Integrity Committee of CONCACAF on matters surrounding former Vice President of FIFA. Several member associations from CONCACAF have also pledged its support towards helping the TTFF in its path forward and similar sentiments have been expressed towards the future of CONCACAF and CFU.

Yuh know...........when I think more of this I have come to the conclusion that whoever was signing off on the checks at FIFA, HAD TO HAVE KNOWN WHO THE LAND BELONGS TO!!
