ANIL ROBERTS is out of government both as a Minister and Member of Parliament.


The embattled Minister of Sport and MP for D’Abadie/O’Meara resigned from both positions yesterday, although there are conflicting reports over the sequence of events leading up to the announcement by Prime Minister Kamla Persad-Bissessar that she had accepted Roberts’ resignation as a member of her Cabinet and raising questions over whether he voluntarily resigned or was forced out.

The Prime Minister did not mention Roberts’ decision to also quit as a MP, but reliable sources revealed that this indication was included in his letter. Cabinet sources stated the Prime Minister advised Acting President Timothy Hamel-Smith to revoke the Ministerial appointment hours before Roberts had a change of heart and tendered a resignation letter to her. The Prime Minister, however, did not give a specific time-line of events when she disclosed her decision to accept the resignation at the post Cabinet briefing.

Roberts himself also could not be reached for any comment on yesterday’s development. He had been saying all week since the publication of the Ministry of Finance damning audit of the Life Sport programme that he saw no need “absolutely” for him to resign, suggesting he was not responsible for the ills of the programme.

In making the announcement at the post Cabinet briefing in San Fernando yesterday, the Prime Minister said she continued to be “disillusioned, disappointed and distressed” by the level of deception and dishonesty associated with the Life Sport programme. The programme had been initially tailored to assist disadvantaged young persons through sporting disciplines. She told the briefing she had decided to accept the resignation of the Sport Minister under whose Ministry the programme was created and administered.

She also announced that Minister of Science and Technology Dr Rupert Griffith, was given the additional responsibility to oversee the Sport Ministry. Her announcement yesterday, came almost a week after she laid the Finance Ministry’s audit of the controversial programme in Parliament.

Reading from a prepared statement at the post Cabinet briefing, Persad-Bissessar who was regally outfitted in Emancipation Day African wear, complete with headdress, said Roberts’ duties had become “burdened” by the controversial programme.

An online “Anti Anil” petition, aimed at getting the Prime Minister to fire Roberts reportedly garnered over 2,500 signatures over a three-day period. The Opposition PNM, Independent Liberal Party (ILP), former head of the Public Service Reginald Dumas and the Movement for Social and Justice (MSJ) had all called for Roberts to be removed as a Minister.

The MSJ also initiated a small but noisy picket outside the Ministry of Sports on Abercromby Street.

The Prime Minister observed that the political landscape had changed with the election of the People’s Partnership administration in 2010 with the population expecting a higher level of governance in the coalition government.

“The expectation of the public that something will be done when wrongs are committed in public office are now the hallmarks of good governance,” she said. “Consequently, I have decided to accept the offer of resignation as Minister of Sport from Mr Anil Roberts.” She also stated that the decision was immediately effective as acting President, Timothy Hamel-Smith had been advised of the decision in accordance with the provisions of section 3 (9) and 79 (1) of the Constitution of Trinidad and Tobago.

Persad-Bissessar did not take any questions following her statement.

To: Honourable Prime Minister Kamla Persad-Bissessar

I write to you today with a heavy heart to inform you of my desire to resign as Minister of Sport and as Member of Parliament for D’Abadie/ O’Meara with immediate effect, based on the inexplicable public furore that continued unabated based on misinformation in the public domain.

It is quite unfortunate that I’m forced into this position because I don’t want to have a negative impact upon my team, the People’s Partnership Government.

Having done absolutely no wrong whatsoever, having not been mentioned not even once in a flawed Central Audit Report, in which the Auditors at the Ministry of FINANCE deviated from the Audit norms, by not allowing the relevant departments in question to respond to their findings and thus allowing to enter into the public domain an erroneous report.

However, I fully accept that politics has a morality of its own and that the truth is not always sought.

Finally, the claims by so called scribes that the Westminster system dictates my resignation, couldn’t be further from the truth for the Westminster system posits that a Minister’s resignation is unwarranted when departments under his portfolio over which he exerts no direct control nor Ministerial authority operate ultra vires to good cooperate governance practices. That being so, I acknowledge the unjustified political pressure being placed upon your good self and your Government. Consequently, I offer you my resignation with immediate effect from all portfolios to allow your Government the freedom to serve the people without hindrance.

I must say, that I am proud of my performance over the past four years as Minister of Sport and Member of Parliament.

I do believe I have served the people of my constituency and my beloved country to the best of my ability.

May God bless you and your Government in the future.

This guy needs to look up the definition of ACCOUNTABILITY and how it relates to and differs from RESPONSIBILITY.

Rowley sends cheque stubs to Ag CoP

CHEQUE stubs from stipend payments in the controversial Life Sport Programme that were reportedly found in garbage bags on their way to the Beetham Dump have been delivered to the office of Acting Commissioner of Police Stephen Williams, reported Opposition Leader Dr Keith Rowley.

Speaking with Newsday in a telephone interview he said he had instructed his staff to send the stubs to the police with attention to Life Sport investigator, Assistant Commissioner of Police Carlton Alleyne.

Rowley’s communication specialist, Arlene Goring-George reported that the stubs were delivered to the Police Administration Building yesterday morning by their driver/messenger.

She could not recall how many stubs were included, but noted the cheques were itemised in the letter with cheque number, amount and name.

Police officials reported yesterday that they had not yet received the stubs. Rowley presented a sample of the stubs on Monday during a media conference at Tower D, International Waterfront Centre.

He said the stubs had their dates changed from June 2015 to June, 2014 and the fact that they were all together was evidence of “ghosting” in the programme.

He described the fact that they were in garbage bags as showing an attempt by someone to destroy evidence. He reported that a garbage collector found an envelope with the stubs in a garbage bag and passed it on to the Opposition People’s National Movement (PNM).

During the media conference, Rowley also raised the issue of the planned rebranding of the Targeted Conditional Cash Transfer Programme or “Food Card” as the Rights of Individuals to Social and Economic Security — Universal Prosperity (RISE UP) programme and alleged that Government would use this rebranding for electioneering.

Yesterday, he reported the Cabinet note would be forwarded to the Integrity Commission by this week. He said the plan to use the programme for “party sloganeering” was “clearly meant to bring about manipulation and advantage” in the 2015 general election. He also noted that Prime Minister Kamla Persad-Bissessar, in her portfolio as Minister of the People and Social Development, had chosen one hundred liaison officers for the programme who will be “handpicked activists”.

He described the rebranding as “questionable” and noted the Food Card programme, which begun under the previous PNM administration, had been well known for the past eight years.

Lessons for Future Social Sports Programmes

A review of the literature such as Coalter 1996, Coakley 2002, Nichols 2007, and Robbins 1996 et al points to several important factors that must be present for social sports programmes to have a positive impact on anti-social behaviour as well as aiding community development. These factors provide a framework to assess and evaluate the LifeSport Programme and Hoop of Life.

There is no doubting that the biggest losers of the cancellation of the well-intended LifeSport Programme have been taxpayers and the targeted group of young men. The Central Audit Committee report into the operation Ministry of Sport’s LifeSport Programme has stressed several financial and managerial discrepancies which must be addressed by the relevant authorities in a timely manner. The report findings point to grave wastage of scare financial resources. The young men who were in the programme must feel as though the carpet has been pulled from under their feet. It is difficult not to surmise that this is yet another example of where economically and socially disadvantaged persons are made to pay a heavy price for wanton mismanagement by those given the responsibility to deliver important social services to the public.

Conceptualising and theorising how social sporting programmes are to operate is critical not only to meeting their desired outcomes but equally important for identifying the correct tools to evaluate their effectiveness. Proper planning minimises the possibilities of wastage of financial resources whether private or public. It is very mindboggling that both the LifeSport Programme and the Hoop of Life were aimed to addressing the concerns of youth at risk yet still operated out of different ministries! Additionally, were there other ways in which these programmes could have be organized so as to utilise existing sporting structures such as the national basketball structure in the case of the Hoop of Life to yield greater success both in terms of the desired effects as well as the management of funds?

Research has shown that when emphasis is placed on developing skills and building social interaction as opposed to focusing on competition and aggression, there is a greater probability that sports can be effective in reducing youth crime and violence. Therefore, one has to ask the question as to whether or not the Hoop of Life basketball competition is being fully effective as it is a case of the winner gets the most. The winner gets $1.5millions dollars, 2nd place $500,000 and 3rd place $250, 000 and 4th $100.000. What happens to the other 56 teams? As a result of this the gaps between the communities would only widen and thereby defeat the purpose of the objectives of the programme.

A critical factor highlighted for the success of many social programmes have been where coaches, mentors, and role models have been trained in conflict resolution, dealing with sensitive issues relating to youth and ensuring that the goals of the programme are always pursued. It will be interesting to find out whether or not the coaches, mentors etc that have been used in the various social sporting programmes were trained as to how to effectively interact with the targeted audience. It is important to note that former national players and or just carrying the title of coach does not necessarily indicate that these persons can deal with the social and psychological issues that may be related to youth. Additionally, not all successful sports personnel may be good role models for those persons who are striving to correct deviant behaviour.

Social sporting programmes have shown to be effective when parents, schools and community members are part of either the decision making process and or the implementation process. This will however, depend on the size of the programme. Getting established sporting organisations for instance sporting clubs in communities to be part of the programme may provide a good starting point for the programme being effective. Additionally, it may serve to minimise some of the negative stigma that is attached to state programmes if they stand alone.

It is also very important to acknowledge that “one size fits all” approaches may not necessarily work. What may be good for one community may not necessarily work in another. If communities are to be hooked into the various programmes they have to be part of the decision making process. The youth have to have a say or else they will feel marginalised and see the programme as yet another way for adults to tell what is good for them!

As we move into the future, it is important that politicians, technocrats and whoever else end up making public decisions take into consideration the following issues. Firstly, social sporting programmes must be developed on evidence and possible solutions are practical. Secondly, programmes should be sustainable.

This is problematic when the state is the main benefactor, for when the government changes there is no guarantee the programme will continue and thirdly, rigorous evaluations must be undertaken to identify that factors that influence crime reduction, pro-social behaviour and change in young people.
