FIFA and CONCACAF introduce club licensing in the CONCACAF region

FIFA, in collaboration with CONCACAF, today held final discussions during a landmark seminar on club licensing in Miami. The main objective of the two-day event was to inform member associations about the implementation of the FIFA Club Licensing System in CONCACAF that will introduce a set of minimum criteria into national and continental competitions from 2015 and 2016, respectively.

FIFA Vice-President and CONCACAF President Jeffrey Webb opened the seminar by stressing the importance of club licensing for the future of football in the region: “This seminar is a continuation of everything we do for the professionalisation and the transparency of football. The member associations must be the agents of change, the catalysts for the transformation of CONCACAF.”

FIFA’s Club Licensing System is based on five key criteria: sporting, personnel and administrative, financial, infrastructure and legal. These criteria aim to safeguard the credibility and integrity of club competitions while improving the level of professionalism within the football family and promoting transparency in the finances, ownership and control of clubs.

The adaptation of club licensing at confederation and subsequently at member association level is a long-term process in which the objective is to provide essential requirements and minimum standards to further enhance club football competitions. At the end of this process, the benefits for clubs, leagues and member associations are numerous: higher level of club management, better level of home-grown players, higher level of play, increase of fans and revenues, and ultimately, better level of the national team.

“The FIFA Club Licensing System will raise the level of club football, both on and off the pitch, and represents a long-term development tool for FIFA member associations. Therefore, FIFA fully supports each confederation and member association implementing the FIFA Club Licensing System,” said FIFA Secretary General Jérôme Valcke.

The member associations of Anguilla, Antigua & Barbuda, Aruba, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Canada, Cayman Islands, Costa Rica, Cuba, Curaçao, Dominica, Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Montserrat, Nicaragua, Panama, Puerto Rico, St Kitts & Nevis, St Lucia, St Vincent & the Grenadines, Suriname, Trinidad & Tobago, Turks & Caicos Islands, US Virgin Islands and USA were represented at the seminar.

The participants attended presentations by FIFA and CONCACAF which laid out the basis for the implementation of club licensing by the members, as well as panel discussions involving famous figures of the region’s football such as Shaka Hislop (TV analyst and former Trinidad & Tobago player), Yon De Luisa (CEO of Club América) and Cheryl Bailey (US NWSL) and representatives of member associations.

While the AFC and UEFA have already established a club licensing system on their respective continents, FIFA is planning to organise further seminars in the CAF, CONMEBOL and OFC regions to ensure that the FIFA Club Licensing System operates in all corners of world football.

TTFA to host club licensing workshop led by CONCACAF officials

The Trinidad and Tobago Football Association will host a Club licensing workshop conducted by CONCACAF officials  this Wednesday at the National Cycling Velodrome, Couva.

The workshop is geared towards Pro League and Super League clubs, the First Instance Body and Appeals Body for Club Licensing.

The workshop will be conducted by Christian Tonelli – CONCACAF Professional Football Development Supervisor and Jonathan Martinez, head of Professional football development, club licensing and League development at Concacaf.

Among the topics for Wednesday’s workshop include an overview of club licensing, a review of club licensing regulations, communication deadlines, documentation review and the decision making process

Club Licensing is aimed at playing a key role in supporting the development of football within the region and is anticipated to raise the level of professionalism in clubs, while improving their efficiency.

According to Concacaf, the growth of leagues and clubs is directly related to key performance indicators within the areas of infrastructure, sporting, administration, finance, legal and social responsibility. CONCACAF’s club licensing program provides tools that raise the level of professionalism in league and club management.

Nunes foresees challenges for clubs to meet COMET requirements

The T&T Football Association (TTFA) made a giant step toward having clubs fully compliant as well as bringing them in line with the mandates of the CONCACAF and FIFA, following the completion of a COMET workshop on Tuesday for clubs.

The workshop was held at the Northern Academy for the Performing Arts (NAPA) in Port-of-Spain, but following its completion, Ryan Nunes, the AC Port-of-Spain owner said he foresees challenges for clubs ahead of the start of the New Elite Football League which is set to kick off next month.

"It is a welcomed move by the TTFA to bring the gentleman, both to educate and give a refresher of the comet system. It is pretty much a tall order, I think a lot of clubs will struggle to get compliant.

"I believe Mrs Felix-Toussaint has her work cut out for her in trying to support the clubs to reach that level but it is a welcome move and we wish everybody will get involved," Nunes said.

Nineteen clubs, all of which are attempting to become fully compliant to be accepted in the football association's new elite league, attended the workshop either physically or virtually and were exposed to a system that will make compliance simpler.

Amara Felix-Toussaint, the TTFA's Club Licensing Manager gave a simplistic explanation of the comet system, saying: "COMET basically is a management system for data and information. With regards to football, this is where clubs will put in all their information regarding players, teams, administration, finance, infrastructure and basically the overall running of their club.

"As we say sport is a business so this is just putting standards ahead and organising it in a professional way.

"My job as the club licensing manager is not to deny or approve anything but just to manage the system and make sure that all the clubs submit the right documents within a certain deadline and that we meet the local and regional compliance."

Like all the club representatives, Felix-Toussaint was excited about the prospect of having football played, and moreso, in a professional manner, saying: "It's been a long time in coming, especially after covid and the start of play. We look forward to having professional football again in T&T. This is just the first stage to making sure that everybody is compliant and that all the regulations and standards are in place.

"We're so grateful to have CONCACAF here today to be able to conduct this workshop and have a very hands-on workshop where only clubs that will be taking part in the New Football league taking part.

"We feel a lot more comfortable working with the software."

Nunes said he understands what they're looking for in terms of the facilities, in terms of the function of the coaches, the function of the different administrators, looking at what they require, and trying to increase the standard and the professionalism of the clubs.

"But again, it's a tall order with the short time frame to do it with, but it's the right direction we're moving in," Nunes said.

It is sad how CONCACAF almost always treat the Caribbean like a guest in CONCACAF football.
