TTFA want to present bills and invoices to the MOS and expect them to pay and then try to hold back audits from them in the process..

what is FIFA's role in safeguarding aganist the exploitation of players by government or local Federations?

Perhaps one reason FIFA demands complete autonomy for their member FA's and doesn't want any government intervention in the running of the FA

Also perhaps why they provide grants to FA's to help develop the game.
