‘Dear Kamla, fire Anil’

INDEPENDENT Liberal Party (ILP) chairman and Chaguanas West MP Jack Warner yesterday wrote a letter to Prime Minister Kamla Persad-Bissessar urging her to fire Sports Minister Anil Roberts from the Cabinet, over findings in the Finance Ministry’s Life Sport Programme audit.

But in an immediate reaction, Roberts suggested Warner was in no position to point fingers, due to what Roberts claimed were “certain dubious actions” by Warner when he was a government minister.

Warner in his letter to the PM, said the audit had found that “Life Sport” was plagued by procurement breaches, a deviation from Cabinet’s mandate, involvement of some persons in criminal activities, fraud by suppliers, theft of equipment, breaches of the Proceeds of Crime Act, and poor control and monitoring by the line Ministry.

Warner explained that good governance and the traditions of Westminster demand that where such mismanagement/corruption occurs, the relevant minister must resign or have his appointment revoked by the Prime Minister.

He cited sections of the 2010 People’s Partnership (PP) Manifesto as grounds in which Roberts should be sacked in keeping with Government’s promised, “greater transparency and accountability.”

Warner said it was the PM’s duty to maintain the image and reputation of the Government and country locally, regionally and internationally. But contacted for a response, Roberts asked who was Warner to make such demands.

“Tell Jack Warner to worry about a letter he wrote on a Ministry of Works and Infrastructure letterhead regarding money by contractors. Tell him to worry about that and read the Integrity in Public Life Act. Other than that, I have nothing to respond to Jack Warner,” Roberts said.

Meanwhile, the TT Chamber of Industry and Commerce yesterday said it supports Government’s action over the Life Sport Programme but urges more to be done by way of passing the Public Procurement and Disposal of Public Property Bill.

In a statement yesterday the Chamber commended Persad-Bissessar for ending the programme and sending the Ministry of Finance’s audit of Life Sport to the Director of Public Prosecutions (DPP) and Commissioner of Police (CoP).

But the Chamber lamented the many discrepancies identified in the report, including poor control by the Ministry of Sports; cases of fraud by suppliers and possible breaches of the Proceeds of Crime Act.

The Chamber backed the Prime Minister’s view that this Report underscored the urgent need for procurement laws to become fully operationalised, and recalled that as part of the Private Sector Civil Society Group (PSCSG), they had made this same call to the Prime Minister in an advertisement published on July 25.

The Chamber vowed to continue to monitor this issue and, as with the wider national community, awaits the outcome of the investigations.

Anil must resign

WHILE declining to get into a “mud-slinging” match with Sport Minister Anil Roberts, former head of the public service Reginald Dumas, yesterday said he continues to hold the view that following the revelation of “grave” financial mismanagement and corruption in the Life Sport Programme, “according to the Westminster practice, the minister would take responsibility even if the minister is not personally involved and resign.”

Dumas was responding to comments made by Minister Roberts during an interview with Newsday on Sunday, which followed Dumas’ call for the minister to resign.

“What I was saying was that the minister has a responsibility...any minister, that if something so grave has happened, so grave that Government had to shut the programme down, then it is my view that according to the Westminster practice, that minister would take responsibility, even if he or she was not personally involved and resign.”

Regarding the minister’s statement that he (Roberts) was starting to get worried that, “even people who you have a lot of respect for seem to be biased by politics”, Dumas told Newsday his call for Roberts to resign has “absolutely nothing to do with political bias.”

“I don’t belong to the PNM (People’s National Move-

ment) or to any party and I’m not biased one way or the other. He’s clearly trying to suggest that I’m showing a PNM bias because Chief Secretary Orville London, is PNM. But I was talking about the Westminster system and the tradition of ministerial responsibility,” Dumas said.

Dumas noted that under the Westminster system, ministers tend to resign to take responsibility for things that have happened under their watch, “whether or not they knew about the things or were involved in the things. It’s a question of good governance, so I totally dismiss any suggestion of political bias.”

Newsday also spoke to Dumas about Roberts saying it was hypocritical of him (Dumas) to call for the minister’s resignation, but not that of senior officials in the PNM-controlled Tobago House of Assembly (THA) regarding the controversial $320 million deal between the THA and Milshirv Properties Limited, for construction of an administrative complex at Shirvan Road on the western end of Tobago.

Saying the Milshirv deal “was not above board”, Dumas noted that an audit never took place and as such, he only found out about questionable arrangements by looking at documents himself, “and putting things together.”

Dumas is now calling for a forensic audit of the Milshirv deal, saying that, “if such an audit were to show the kind of mismanagement and corruption that the Life Sport audit found, then as Mr Roberts asked, I would certainly call for the Chief Secretary’s (London) head.”

Another point raised by the Sport Minister on Sunday was that if one wants to hold ministers responsible, they must be given said responsibility.

Dumas described Roberts’ proposal as “unique” but added, “that’s not possible because ministers who are responsible for policy, do not have either the time, or the energy to get into the details of how those policies are implemented.”

He advised delegation of authority that goes hand-in-hand with holding persons to account, rather than simply leaving them to carry out policy unsupervised.

“A minister must call on these people to account, he must have regular meetings with them, ask searching questions about how the various programmes within that policy are being implemented, or not implemented, as the case may be, and give general guidance,” Dumas stated.

This Griffith have a clue bout sports?  Not saying that there isn't a business aspect to it, but familiarity with the business that is sport would be useful to a sports minister.

as far as I know Griffith knows nothing about sports and his appointment baffles me. He had a brother that passed away who was a very good athlete and I believe got a schol to a US University. But as you can see Griffith is always the man the PM shuffles around when she has nobody. How many ministries he has worked in the past 4 years?

Would be useful but not necessary. All he really needs is to be a good administrator who can surround himself with the right people. If he has the right/good/competent people working for him and feeding him good/proper info. he should be able to do a decent job at least. And given that, as royal says below, he seems to be Kamla's "go to man" in these cases, he probably has the ability to handle it.

...but maintains he did ‘absolutely no wrong’

In the midst of a raging controversy over the LifeSport programme, another Cabinet minister has been removed from the People’s Partnership Cabinet.

Prime Minister Kamla Persad-Bissessar said  yesterday she had accepted the resignation of Minister of Sport Anil Roberts. And she has advised acting President Timothy Hamel-Smith to revoke Roberts’ appointment with immediate effect.

Minister of Science and Technology Dr Rupert Griffith has been assigned the responsibility for the Sport Ministry in addition to his present duties, she said. Persad-Bissessar made the statement at the post-Cabinet media conference, held on the 18th floor of the San Fernando Teaching Hospital, Chancery Lane, San Fernando.

Persad-Bissessar said, “I continue to be disillusioned, disappointed and distressed by the level of deception and dishonesty associated with the well intentioned LifeSport programme. The background is well known. At the hint of corrupt practices I immediately ordered that the initiative be switched to the Ministry of National Security and instructed an independent audit be conducted.”

Persad-Bissessar said following the findings of the audit she instructed that the report be sent to the acting Commissioner of Police, the Integrity Commission, the Head of the Public of the Service and the Director of Public Prosecutions for consideration.

“But even as we await the finding of these independent institutions on the matter, the usual duties of the Minister of Sport are being burdened with the mounting controversy and questions surrounding the LifeSport programme,” she said.

Persad-Bissessar said she demonstrated patient allowance for all sides of the story to be heard through an independent audit.

“I have given careful consideration to the rapidly emerging issues and have resisted quick judgment and rash decision. The election of this government has changed the political landscape. The expectation of the public that something will be done when wrongs are committed in public office are now the hallmarks of good governance,” she said.

Two weeks ago, Roberts said he would resign from the People’s Partnership Government if an audit into the controversial Life Sport programme showed that his ministry was funding terrorists, criminal gangs, a militia and a sprawling palace.

The LifeSport programme, which was founded by Roberts to keep young men off the streets and away from crime, came under scrutiny following an exclusive Express report that the Carapo-based Jamaat-al-Muslimeen was controlling a large share of the Sport Ministry’s $113 million allocation for the programme.

Persad-Bissessar  last week terminated the controversial programme after tabling  the “Report of the Central Audit Committee on the Comprehensive Audit of the Payment System of the LifeSport Programme” in Parliament.

‘Good riddance!’

DECLARING “good riddance”, on learning that Anil Roberts had tendered his resignation as Sport Minister and, according to sources, also as D’abadie/ O’Meara MP, Opposition and PNM leader Dr Keith Rowley yesterday said public pressure on the Life Sport scandal forced Prime Minister Kamla Persad-Bissessar to accept Roberts’ resignation.

Speaking shortly after Persad-Bissessar announced her acceptance of Roberts’ resignation at the post-Cabinet news conference at the San Fernando Teaching Hospital, Rowley said her ability to protect Roberts had ran out.

Saying the country will now be spared having the “indignity” of Roberts in the Cabinet and Lower House, Rowley said, “He should have been held accountable (for Life Sport) and dismissed.”

Rowley said it was crystal clear that mounting public pressure forced Persad-Bissessar to accept Roberts’ resignation and the country should not be fooled into believing otherwise.

He claimed the PM is prepared to protect certain persons in Cabinet for as long as possible, notwithstanding concerns raised about these persons.

Stating the Life Sport scandal will not end with Roberts’ resignation, Rowley said he cannot accept that Persad-Bissessar, Roberts and Finance Minister Larry Howai’s expression of surprise by the findings of the Finance Ministry’s audit into Life Sport, laid in the House on July 25.

Reiterating the PNM’s call for a forensic audit and criminal investigation into Life Sport, Rowley said Howai himself has “questions to answer” about how expenditure in that programme grew from $6 million to $400 million.

He said to date, the public is none the wiser about the source of funding for Life Sport.

Saying it is clear Life Sport is operating without proper controls, Rowley alleged the People’s Partnership used the now defunct programme as a political mechanism to marshal support and expand its influence along the East/West Corridor.

On Government’s plans to resurrect Life Sport, Rowley said the PNM is not opposed to any initiative that will bring relief to persons who need help the most.

After mounting calls and an online petition calling for his removal, Sport Minister Anil Roberts has resigned.

Prime Minister Kamla Persad-Bissessar announced Roberts’ resignation and her decision to accept it as she addressed the weekly post-Cabinet media briefing at the San Fernando Teaching Hospital.

Persad-Bissessar also announced Science and Technology Minister Dr Rupert Griffith had been assigned the Sport Ministry, in the interim, in addition to his present portfolio until a suitable replacement is found.

Her announcement follows the findings of the financial audit into the controversial Life Sport programme.

The audit, which was laid in Parliament last week Friday, unearthed widespread corruption prompting her to terminate the programme immediately.

Persad-Bissessar said there was enough evidence to warrant a probe by the Director of Public Prosecutions (DPP), the acting of Commissioner of Police, the Integrity Commission and the head of the Public Service.

Delivering her statement at yesterday’s briefing, said: “I continue to be disillusioned, disappointed and distressed by the level of deception and dishonesty associated with the well intentioned Life Sport programme.”

Prior to her statement there was speculation that Roberts was going to be removed from the Cabinet.

At 3.15 pm, after reporters were invited to the Teaching Hospital for 1 pm, the Prime Minister entered the conference room where journalists were waiting for the briefing.

She presented cheques to the Emancipation Support Committee and four representatives of Islamic organisations and told journalists not to leave. She hinted she had more to say later and they should wait.

Shortly after 4 pm press secretary Francis Joseph returned to the conference room and announced that acting Energy Minister Dr Bhoendratt Tewarie and Foreign Affairs Minister Winston Dookeran would make announcements at the briefing and they would be followed by a statement from Persad-Bissessar.

At 4.30 pm Persad-Bissessar emerged and delivered her brief statement. She did not take questions.

In her statement she said she had “resisted quick judgment and rash decision” and had demonstrated “patient allowance for all sides of the story to be heard through an independent audit” and had “allowed due process to occur.”

However, she said, the election of the Peoples’ Partnership Government had changed the political landscape and “the expectations of the public that something will be done when wrongs are committed in public office are now the hallmarks of good governance.”

In this vein, she said: “I have decided to accept the offer of resignation as Minister of Sport from Anil Roberts.”

She said she had advised acting President Timothy Hamel-Smith that with effect from yesterday, in accordance with the provisions of section 3 (9) and 79 (1) of the Constitution, that Roberts’s appointment as Minister of Sport be revoked and that Griffith be assigned the responsibility for Ministry of Sport in addition to his present duties.

She reminded reporters that at the hint of corrupt practices she immediately ordered that the programme be switched to the Ministry of National Security and instructed an independent audit be conducted.
